The following rules and regulations adopted and established by the Plumbing Inspector of Springfield Township be, and the same hereby are, approved and adopted:
A. 
Rule 1.
(1) 
Permit required for garbage grinder; application; fee; installation. No person shall install and use, or if already installed shall continue to use, except as hereinafter provided, any domestic garbage grinder, unless he shall first have obtained a permit therefor from the Plumbing Inspector.
(2) 
Any person desiring to install and use or continue to use a domestic garbage grinder shall have a master plumber file an application with the Plumbing Inspector on a form furnished by him setting forth the location of the property, the type and size of the grinder and such additional information as the Plumbing Inspector shall require.
(3) 
The aforesaid application shall be accompanied by a fee that shall be established from time to time by the Board of Commissioners of Springfield Township.
(4) 
Upon approval of the application by the Plumbing Inspector, the grinder may be installed or continued to be used, as the case may be, provided that the applicant complies in all respects with the provisions hereto; provided, however, that the Plumbing Inspector shall issue no permit for any grinder, even though such grinder may comply with all of the requirements herein, unless the sewer into which the said grinder drains shall flow into an outlet into Philadelphia which ultimately flows into a sewage treatment plant capable of treating such sewage, as the City of Philadelphia may advise from time to time.
B. 
Rule 2. Garbage grinders heretofore installed. All installations of domestic garbage grinders heretofore installed are hereby declared to be nonconforming, and the use or continued use thereof shall be prohibited unless application is made to the Plumbing Inspector and permission to continue the use of the grinders is obtained within three months from the effective date of this article, unless the time for so doing shall be extended by the Plumbing Inspector.
C. 
Rule 3. Requirements. Garbage, fruit, vegetable, animal or other solid kitchen waste materials may be admitted to the sanitary sewers of the Township if they shall first be passed through a mechanically operated grinder so designed that it will:
(1) 
Operate with water flowing into the grinder and through the sink drain line.
(2) 
Discharge wastes at a reasonable uniform rate, in fluid flows which will flow readily through an approved trap, drain line or soil line in a manner which will prevent clogging or stoppage of the drain line.
(3) 
Be self-scouring, with no fouling surfaces to cause objectionable odors.
(4) 
Be free from any cross-connection.
(5) 
Be free from electrical or mechanical hazards.
D. 
Rule 4. Commercial garbage grinders prohibited. The right to install and use or continue to use a domestic garbage grinder covers grinders which dispose of garbage from homes and residences only, and the use of garbage grinders by any type of commercial enterprise, store, restaurant or outlet for food is hereby prohibited.
E. 
Rule 5. Use of garbage grinders without permission. The installation, use or continued use of any domestic garbage grinder without the permission herein required shall constitute a violation of this article, and, upon written notice from the Plumbing Inspector, the grinder shall be removed within 10 days of such notice.

A. 
The Plumbing Inspector shall prepare and may amend from time to time a list of the types or models of domestic garbage grinders which will be approved for installation in the Township; provided, however, that such list shall first be approved by the Division of Housing and Sanitation, Department of Public Health of the City of Philadelphia.
B. 
The Plumbing Inspector is hereby authorized to make, promulgate and enforce additional rules and regulations governing the installation and use of domestic garbage grinders not inconsistent with the provisions of this article.
A. 
Any person who shall violate any of the provisions of this article, or fail to comply with any of the regulations of the Plumbing Inspector promulgated hereunder, shall be liable, upon conviction thereof, to a fine or penalty not exceeding $1,000 for each and every offense.

B. 
Whenever such person shall have been notified by the Plumbing Inspector by the service of summons in a prosecution, or in any other way, that he is committing such a violation, each day that he shall continue such violation after such notification shall constitute a separate offense, punishable by a like fine or penalty. Such fines or penalties shall be collected as like fines or penalties are now by law collected.
