All persons and corporations located within the Borough of Wanaque, operating an establishment which is charged with the responsibility of caring for aged, infant, convalescent, crippled or incapacitated persons, whether for profit or for charitable purposes, shall cause to be constructed at their own expense a direct telephone line between their establishment and police headquarters of the Borough of Pompton Lakes, which receives and attends to calls emanating from the Borough of Wanaque.
The telephone receiver is to be located in a conspicuous place within such establishment as approved by the Chief of the Fire Company servicing the area in which the building is located, and clearly marked "For Emergency Use Only."
The said direct wire must be installed within 30 days after the final passage of this chapter.
For the, purposes of this chapter, the terms used herein are defined as follows:
DIRECT TELEPHONE COMMUNICATION
Direct line service whereby the telephone company furnishes the requisite facilities, including channels and terminal equipment, to enable the subscriber to communicate orally between two specified locations without the assistance of a New Jersey Bell Telephone Company operator or by New Jersey Bell Telephone Company central office line equipment.
Failure to comply with the provisions of this chapter will result in a penalty of a fine of not more than $50, upon conviction before the local Municipal Judge, for each offense. Each day the direct wire is not installed after the thirty-day period has expired will be considered a separate offense.
