[HISTORY: Adopted by the Town Board of the Town of Haverstraw 7-26-1999 by L.L. No. 10-1999. Amendments noted where applicable.]
A. 
There is hereby created a Beautification Committee for the Town of Haverstraw.
B. 
It shall consist of nine formal members, called "members", who shall be appointed by the Town Board for terms of three years, except that, of those first appointed, three shall serve for one year, three for two years and three for three years. In addition and at the time of appointment, one of the members shall be designated as Chairman by a majority vote of the Town Board. The term of the Chairman shall be one year. Vacancies shall be filled for the unexpired term.
C. 
In addition to the formal members, any resident of the Town of Haverstraw may attend any of its meetings and participate.
D. 
The members of the Committee shall be paid $100 per meeting, except that the Chairman shall receive $150 per meeting.
E. 
The Chairman has the responsibility of submitting a request for payment to the Town Board on behalf of the Committee subsequent to a meeting.
F. 
The initial meeting of the Committee shall be scheduled by the Town Board, after which meetings shall be called by the Chairman after consultation with the Town Board.
G. 
As there are no set schedule of meetings of the Committee, all meetings must be advertised in the official newspaper of the Town of Haverstraw.
The Committee is created for the following purposes:
A. 
To encourage beautification of the Town of Haverstraw.
B. 
To work with businesses and residents to encourage new plantings, cleanups and to engender civic pride.
C. 
To organize work groups and to encourage contributions to be used to improve the aesthetic quality of the unincorporated town. All such contributions are to be paid to the town and shall be used for projects approved by the Town Board.
D. 
To encourage the beautification of buildings and structures and the preservation of historic structures.
E. 
To advise the Town Board on all matters involving beautification of the unincorporated town and to make recommendations to the Town Board for making public property, streets and ways more attractive and aesthetically pleasing.
F. 
To exercise such other and further powers as may, from time to time, be delegated to it by law or resolution of the Town Board.
A. 
The Town Board of the Town of Haverstraw may, based on the recommendations of the Committee, budget and expend moneys for beautification projects on the public property of the Town.
B. 
At least five of the appointed members must be present to constitute a quorum; however, adoption of any resolution or action shall be by majority of all members present, including nonappointed members.
