A. 
When any vehicle is parked or abandoned on any highway within the Village of Irvington over 24 hours or during a snowstorm, flood, fire or other emergency which affects that portion of the highway where said vehicle is parked or abandoned or is found unattended on any highway where said vehicle constitutes an obstruction to traffic or is parked or abandoned on any highway where stopping, standing or parking is prohibited, said vehicle may be removed as directed by the Police Department.
B. 
After removal of any vehicle as provided in Article XII, the vehicle shall be stored in a suitable place at the expense of the owner. Such owner or person in charge of said vehicle may redeem the same upon payment of all towing or storage costs for the removal and storage of said vehicle.

C. 
The Police Department shall without delay report the removal and disposition of any vehicle, removed as provided in Article XII, to the owner or person having charge of such vehicle if the name of said owner or person can be ascertained, and the amount required to redeem the same.
D. 
Penalty. There shall be no penalty, except as involved as a violation of the parking statutes. Removal and storage charges shall be in addition to the penalties.
E. 
Snow removal. Following a snowfall of two or more inches, on Main Street and all of its adjacent streets and municipal parking areas including North Broadway (Rt. 9), South Broadway (Rt. 9), Main Street, West Main Street, North Dearman Street, South Dearman Street, Aqueduct Lane, Home Place, West Home Place, Grinell Street, North Ferris Street, South Ferris Street, North Eckar Street, South Eckar Street, North Dutcher Street, South Dutcher Street, North Cottenet Street, South Cottenet Street, North Buckhout Street, South Buckhout Street, North Astor Street, South Astor Street, Bridge Street, the Aqueduct Parking Lot, and the Fieldpoint Parking Lot, the Police Department will post notices at least 24 hours in advance to indicate the areas and specific roadways designated by the Department of Public Works for the removal of snow. Vehicles which are not moved, and subsequently present an obstacle to the work of the Department of Public Works, will be subject to tow and removal by the Police Department or its agent.
