Editor's Note: The preamble to this ordinance, as amended 8-6-1990 by L.L. No. 13-1990, reads as follows:
"Whereas, all the matters and things required to be done by the Village Law of the State of New York in order that the Board of Trustees of the Village of Irvington may avail itself of the powers conferred by said law have been complied with:
"Now therefore, the Board of Trustees of the Village of Irvington does hereby supplement and amend the Building Zone Ordinance adopted November 15, 1948, with its amendments by substituting the following ordinance therefor:
"This ordinance shall be known and may be cited as the '1958 Village of Irvington Zoning Ordinance as amended by L.L. No. 3-1989."'
In addition, said L.L. No. 3-1989 provided that it, "to the extent it is or may be inconsistent with the provisions of the Village Law, is intended to supersede or modify the Village Law pursuant to the power given the Village under the State Constitution, the Municipal Home Rule Law and the Statute of Local Governments."

There is hereby established a new comprehensive zoning plan for the Village of Irvington, New York, which plan is set forth in the text and maps that constitute this chapter. Said plan is adopted for the purposes set forth in § 177 of Article VI-A of the Village Law (Chapter 64 of the Consolidated Laws of the State of New York)[1] which, in the interest of the protection and promotion of the public health, safety and welfare, shall be deemed to specifically include the following, among others:
A. 
The facilitation of the efficient and adequate provision of public facilities and services.
B. 
The provision of privacy for families.
C. 
The prevention and reduction of traffic congestion.
D. 
The protection of residential areas by, among others, the preservation of such areas from the visual intrusion of nonresidential uses.
E. 
The enhancement of the appearance of the Village as a whole.
