It shall be unlawful for owners of property in Springfield Township, Montgomery County, to sell or agree to sell property without first delivering to the purchaser a certification of the zoning district classification and without first delivering a certification disclosing any notice of an uncorrected violation of any housing, building, safety or fire ordinance or any other regulatory ordinances or state statutes and requiring such owners to insert in any agreement of sale of such property a statement concerning zoning classification, legality of the use of such property and, in addition thereto, a statement concerning uncorrected violations of housing, building, safety or fire ordinances or any other regulatory ordinances or state statutes.
A. 
The proper officers of the township are hereby authorized to issue such certificates when requested by the seller of property in the township. Such certificate shall be rendered within 15 days following application.
B. 
A certification fee of $60 per certificate for residential properties and $120 per certificate for nonresidential properties shall be charged for indicating the zoning classification of the subject property and rendering notice of any uncorrected violation to a housing, building, safety or fire ordinance.

Any person, firm or corporation who shall violate any of the provisions of this chapter shall, upon conviction thereof, be sentenced to pay a fine of not more than $600 and costs of prosecution.
