A. 
Words and phrases, when used in this chapter, shall have the meanings ascribed to them in the Vehicle Code of Pennsylvania, as now in force or as hereafter amended, enacted or reenacted, except where the context clearly indicates a different meaning.
B. 
The term "legal holidays," as used in this chapter, shall mean and include: New Year's Day, Washington's Birthday, Memorial Day, Independence Day, Labor Day, Veteran's Day, Thanksgiving Day and Christmas, or days celebrated as such.
C. 
In this chapter, the singular shall include the plural, the plural shall include the singular, and the masculine shall include the feminine and the neuter.
A. 
The Township Manager and the Police Department are hereby authorized to recommend to the Board of Commissioners the adoption or amendment of regulations which shall appear in the schedules contained in Article IV of this chapter. Such regulations or amendments thereto shall require the approval of the Board of Commissioners by motion at a regular meeting, prior to going into effect.
B. 
Pursuant to Section 11.5 of the Fire Prevention Code, as amended by Section 3 of Ordinance No. 536[1] and Section 1 of Ordinance No. 491[2] of the Township of Springfield, the Fire Marshal may establish no-parking or fire safety zones, subject to approval of the Board of Commissioners. These zones shall be in the locations specified in Schedule XIII (§ 107-36) attached to this chapter.

The Police Department shall have the owner to regulate traffic and the parking of vehicles during emergencies or temporarily during periods when the Township Manager and the Police Department determine that temporary, excessive and/or unusual circumstances may create traffic congestion. Such regulations shall be enforced by the Police Department, which shall designate such regulations by posting proper signs and markings.
The Township Manager and the Police Department may, from time to time, designate places upon and along the highways in the Township where, for a period of not more than 90 days, specific traffic and/or parking regulations, prohibitions and restrictions shall be in force and effect, and shall designate such locations by proper signs and markings. Such regulations, prohibitions and restrictions shall be as effective as if they had been specified in this chapter. No person shall operate or park a vehicle or tractor in violation of any such regulation, prohibition or restriction, and no person shall move, remove, destroy or deface any sign or marking erected, posted or made by authority of this section. The purpose of this section is to allow for the test and experimental determination of the feasibility and desirability of permanent changes in the ordinances of the Township relative to traffic and parking. The violation of any experimental regulation shall be punishable by the same penalty as provided for similar permanent regulations in this chapter.
This chapter shall be enforced by the police officers of the Township of Springfield, who are hereby given authority to direct traffic on the highways and intersections of the Township in accordance with the provisions of this chapter and the laws of the State of Pennsylvania.
All former traffic ordinances of the Township of Springfield are hereby repealed, except that this repeal shall not affect or prevent the prosecution or punishment of any person for any act done or committed in violation of any ordinance hereby repealed prior to the taking effect of this chapter.

Any person violating any provision of this chapter is guilty of a summary offense and shall, upon conviction, be sentenced to pay a fine which shall be as follows:

B. 
Any person who shall violate any provision of Article III, Parking Regulations, shall, upon summary conviction thereof, be sentenced to pay a fine and costs of prosecution and/or imprisonment for not more than five days. It shall be the duty of the police officers of the Township of Springfield to ticket all violators of any provisions of Article III by placing on the windshield of the vehicle a citation indicating the section violated, the license number of the vehicle involved in such violation, the location where such violation took place, the time of such violation and any other facts that might be necessary in order to secure a clear understanding of the circumstances attending such violation. The ticket shall contain instructions to the owner or operator of such vehicle that if he shall report to the office of the Chief of Police and pay, for the use of the Township, the fine within five days after the time of such notice, the same shall save such violator from prosecution and from payment of the fine and costs hereinabove prescribed.[1]
