The Town of Manchester shall be generally exempt
from all legislation of Carroll County, Maryland, which involves matters
over which the Town has been granted authority pursuant to Article
23A of the Annotated Code of Maryland or pursuant to public general
law or its Charter. This exemption shall extend to all legislation
in existence or such legislation as may be passed from time to time
by the County Commissioners of Carroll County, provided that this
exemption shall not apply to any items enumerated below:

The Carroll County Animal Control Ordinance.
C.Â
The Carroll County Minimum Livability Code.
D.Â
The Carroll County Forest Conservation Ordinance.
E.Â
The Carroll County Stormwater Management Ordinance.
G.Â
The Carroll County Grading and Sediment Control Ordinance.
H.Â
The Carroll County Landscaping Ordinance and Manual.
I.Â
The Carroll County Water Resource Management Ordinance.
J.Â
The Carroll County Ordinance No. 113 (pertaining to
cable television rates).
K.Â
The Carroll County Ordinance No. 126 (pertaining to
cable television service standards).
L.Â
The Carroll County Code, Chapter 103, Development
and Subdivision of Land, Article IV (pertaining to environmental site
delineations).
M.Â
The Carroll County Code, Chapter 105, Environmental
Management of Storm Sewer Systems.
