The Town of Manchester shall be generally exempt from all legislation of Carroll County, Maryland, which involves matters over which the Town has been granted authority pursuant to Article 23A of the Annotated Code of Maryland or pursuant to public general law or its Charter. This exemption shall extend to all legislation in existence or such legislation as may be passed from time to time by the County Commissioners of Carroll County, provided that this exemption shall not apply to any items enumerated below:
A. 
The Carroll County Building Code.
B. 
The Carroll County Animal Control Ordinance.
C. 
The Carroll County Minimum Livability Code.
D. 
The Carroll County Forest Conservation Ordinance.
E. 
The Carroll County Stormwater Management Ordinance.
