The purpose of this chapter is to promote, protect and facilitate the public health, safety, morals and general welfare of the Township generally, in accordance with the Township's officially adopted Comprehensive Plan entitled "Springfield Township Comprehensive Plan," dated 1968, and to preserve and protect the existing community character and property values and to promote economic development and aesthetic character by:
A. 
Securing public safety from fire, panic, flood and other related dangers.
B. 
Providing for adequate light and air.
C. 
Facilitating the adequate provision of transportation, water, sewerage, schools, public grounds, parking and unloading space and other public requirements.
D. 
Preventing the overcrowding of land by providing for proper density of population.
E. 
Avoiding danger and congestion in travel and transportation.
F. 
Giving reasonable consideration, among other things, to the character of the Township as a whole and of each district and its particular suitability for particular uses and structures.
G. 
Preserving the natural amenities of the Township, including but not limited to stream valleys, floodplains, wooded areas, shade trees, steep slopes and open space.
H. 
Coordinating with surrounding communities in coping with problems which transcend municipal boundaries.
I. 
Giving effect to the policies, proposals and overall programs of the Comprehensive Plan for Springfield Township.
J. 
Protecting and enhancing the existing character of the Township by promoting attractive design and the incorporation of existing natural features into new development.
This chapter is designed to implement the broad purposes and objectives set forth in § 114-10 above in the respects therein stated, which purposes and objectives are more fully described as follows:
A. 
To guide the future growth and development of the Township in accordance with comprehensive planning of land use and population in order to provide and encourage:
(1) 
A diversity of residential housing, while regulating development in a pattern compatible with the Township's road and highway network and its ability to provide efficient municipal services for its residents.
(2) 
Suitable buffer areas among intense land uses and along streets, with adequate landscaping of grounds within commercial and industrial areas.

(3) 
Coordinated and concentrated development plans rather than a proliferation of commercial and industrial uses.
(4) 
Innovative plans of land development, especially plans which provide for the preservation of public open space (other than parking lots) and recreation areas.
(5) 
Location of development where the movement of people and goods can best be accommodated by the Township's road and highway network, while preserving and protecting the open space that remains.
B. 
To assure that new residential development will not place an undue burden on the school system or adversely affect the ability of the Township to provide police and fire protection, sanitation control, sewerage, road maintenance and other necessary services and facilities.
C. 
To require commercial and limited industrial development to conform to the following characteristics:
(1) 
Sufficient off-street parking in relation to the use of and anticipated traffic from the structures erected.
(2) 
Channeled vehicular ingress, egress and access points to eliminate the creation of traffic hazards on roads and highways.
(3) 
Appropriate safeguards to prevent or regulate proposed operations and enterprises which unreasonably interfere with the enjoyment of neighboring properties or are detrimental to the natural environmental setting.
