It is the intent of this article to provide areas for religious, educational, health, retirement, municipal and community facilities located close to highways and transportation facilities which their large scale might require and at the same time prevent the domination of or disruption of the amenities of life in neighboring residential areas while providing the landowner with the option for single-family development.
A building may be erected, altered or used, and a lot or premises may be used, for any of the following purposes and for no other:
A. 
Public or private schools and/or their adjunct residential facilities.
B. 
Churches and their adjunct residential facilities.
C. 
Convents and monasteries.
D. 
Municipal buildings, community recreational facilities and playgrounds, libraries and museums.
E. 
Hospitals, clinics, nursing and personal care homes or assisted living residences, and group homes.
F. 
Group day-care homes or day-care centers for children.
G. 
Headquarters for nonprofit educational, fraternal, professional, religious, and other organizations of a similar nature.
H. 
Athletic field with stadium facilities.
I. 
Cemeteries, which, when authorized by special exception, may include mausoleums or crematoriums.
J. 
Accessory uses on the same lot and customarily incidental to any of the above-permitted uses.
K. 
A single-family detached dwelling which meets all the requirements of Article IV, AA Residence District, shall be exempt from the requirements of this Article VIIID, Institutional District.
A. 
Lot area. The total area shall be not less than three acres.
B. 
Building area. Buildings erected in Institutional Districts shall not exceed 20% of the lot area.
Each lot shall have a minimum lot width of not less than 200 feet extending in depth from the street line to the building line. When a lot borders on more than one public highway or street, the owner may elect one of the streets to establish the minimum lot width for purposes of this section.
A. 
Front yards.
(1) 
There shall be a front yard, the depth of which shall be at least 75 feet. When any portion of a building exceeds 35 feet, the front yard must be increased by three feet for each additional foot of building height.
B. 
Side yards. There shall be two side yards, each having a width of at least 50 feet, except that all yards abutting a residential district must be a minimum of 75 feet. When any portion of a building exceeds 35 feet, each of the side yards described above must be increased by three feet for each additional foot in building height.
C. 
Rear yards. There shall be a rear yard, the depth of which shall be at least 75 feet. When any portion of a building exceeds 35 feet, the rear yards must be increased by three feet for each additional foot in building height.
A. 
Front yards. There shall be a front yard on each street on which the building fronts, the depth of which shall be at least 75 feet. When any portion of a building exceeds 35 feet, one front yard, if a corner lot, must be increased by three feet for each additional foot of building height.
B. 
Side yards. Side yards shall have a width of at least 50 feet. When any portion of a building exceeds 35 feet in height, each of the side yards must be increased by three feet for each additional foot in building height.
C. 
Rear yards. There shall be one rear yard, the depth of which shall be at least 50 feet. When any portion of a building exceeds 35 feet in height, the rear yard must be increased by three feet for each additional foot in building height.
A. 
Ownership. The tract of land on which each permitted use is constructed shall, in its entirety, be owned and operated as a single or common management and maintenance unit, with parking, utility, maintenance and service facilities.
B. 
Impervious coverage. The total area covered by buildings, parking lots and vehicular accessways may not exceed 40% of the total lot area.
C. 
Traffic. Institutions must have frontage on, or direct access to, a public street which must have a minimum thirty-foot paved cartway. The existing road system must be able to accommodate, in a safe and efficient manner, the peak traffic generated by the institution. Existing residential traffic shall not be infringed upon by significant volumes of traffic from the proposed facility.
D. 
Access. A planned system of efficient ingress, egress, and internal circulation of traffic which shall interfere minimally with nearby traffic flow shall be required. Loading and unloading areas shall be provided where deemed necessary and shall be located to the side or rear of the proposed use and effectively screened from abutting residential districts.
E. 
Height regulations. No institutional building shall exceed 50 feet in height.
F. 
Lighting. Lighting shall be arranged in a manner which shall protect adjacent highways and neighboring properties from unreasonable direct glare or hazardous interference of any kind.
G. 
Landscaping.
(1) 
Buffers shall be provided along property boundaries, buffers or street trees shall be provided along all streets, and all parking areas shall be landscaped in accordance with the requirements of Chapter 95, Subdivision of Land, § 95-11I, Landscaping.
