Thereafter, the Borough Council shall meet regularly within the Borough at such times and places as shall be provided in the rules of meeting adopted by the Borough Council.
B.
Special meetings. The Mayor shall, when necessary, call special meetings. In case of his neglect or refusal, any four members of the Council may call a special meeting at such time and place in the Borough as they may designate. No persons other than those specifically invited by the Council to attend shall be authorized to be present at any such conference.
All regular and special meetings of the Council shall be open to the public. The rules of procedure to be followed and the rules for the consideration of nominations submitted by the Mayor and for the conduct of other business of the Council shall be as adopted at the annual organizational meeting.
