The Tax Assessor shall be chosen at the general election by popular ballot of the eligible voters of the Borough of Westville. His term of office shall be for four years beginning on January 1 following his election, and tenure may be obtained as provided under N.J.S.A. 40A:9-145. The salary and compensation of the Tax Assessor shall be as provided in the annual Salary Ordinance.
A. 
Prior to his appointment, the Tax Assessor shall be qualified by training and experience, or a combination thereof, in the valuation and assessment of real and personal property.
B. 
The Tax Assessor shall have, perform and discharge all the functions, powers and duties prescribed for assessors by statute and the rules and regulations prescribed by the Director of the Division of Taxation in the Department of the Treasury of the State of New Jersey and Gloucester County Board of Taxation, and shall:
(1) 
Value all real and personal property in the Borough for the purposes of assessment and taxation.
(2) 
Prepare the tax lists and tax duplicate and maintain adequate assessment records of each and every parcel of real property assessed or exempted.
(3) 
Have custody of and maintain an up-to-date Borough Tax Map and provide for the recording thereon of all changes in ownership or character of property assessed.[1]
