There shall be a Department of Public Works in the Borough of Westville, the head of which shall be the Superintendent of Public Works. He shall be appointed by the Mayor with the advice and consent of the Council for a term of one year. Vacancies occurring in the office of Superintendent of Public Works shall be filled in the same manner, for the unexpired term only. The compensation of the Superintendent of Public Works shall be as provided in the annual Salary Ordinance.
Under the supervision and direction of the Superintendent, the Department of Public Works shall:
A. 
Have charge of all public works within the Borough of Westville, including roads, streets, sidewalks, curbing and drainage systems, highways, public parks and public places.
B. 
See that any drainage systems of the Borough of Westville are properly flushed from time to time and that they are kept free from obstructions.
C. 
Carry out and enforce any provision of this article or any other ordinance of the Borough of Westville concerning storm drains and street maintenance.
D. 
Advise the Chairman of the Public Works Committee of the Borough Council of all necessary repairs to be made to public roads in the Borough of Westville and see that repairs are carried out when authorized.
E. 
Remove or cause to be removed all obstructions or encumbrances upon any streets, avenues, roads, highways, public parks and public places in the Borough of Westville.
F. 
Provide for and carry out snow removal and sanding or salting operations on Borough streets.
G. 
Maintain and repair Borough trucks and other motor vehicles.
H. 
Perform such other services as may be directed by the Mayor and Council.
A. 
The Superintendent of Public Works shall recommend to the Mayor and Borough Council the employment of such suitable persons as are necessary to carry out any work or duties assigned to him by any provision of this article, other Borough ordinance or directive of the Borough Council.
B. 
He shall keep suitable books and records in his office for the purpose of maintaining accurate employee records with respect to time, working efficiency, attitude and nature of work performed.
C. 
Such employees shall be compensated as provided in the annual Salary Ordinance.
The Superintendent of Public Works shall furnish a monthly report to the Mayor and Council in such form as they shall prescribe, which report shall describe all of the activities of the Department of Public Works during the preceding month.
