There shall be a Water and Sewer Department in the Borough of Westville, the head of which shall be the Superintendent of the Water and Sewer Department. He shall be appointed by the Mayor with the advice and consent of Council for a term of one year. He shall be licensed by the Department of Health and Senior Services of the State of New Jersey in accordance with N.J.S.A. 58:11-64 et seq. and shall be subject to the tenure provisions of N.J.S.A. 58:11-18.7.[2] The compensation of the Superintendent of the Water and Sewer Department shall be as provided in the annual Salary Ordinance.

Under the supervision and direction of the Superintendent, the Water and Sewer Department shall:
A. 
Operate and maintain the sanitary sewer and water distribution systems within the Borough of Westville in accordance with state law and the rules and regulations of the State of New Jersey.
B. 
Supervise all connections to and extensions of the sanitary sewer and water distribution systems.
The Superintendent of the Water and Sewer Department shall furnish a monthly report to the Mayor and Council in such form as they shall prescribe, which report shall describe all of the activities of the Water and Sewer Department during the preceding month.
A. 
The Superintendent of the Water and Sewer Department shall recommend to the Mayor and Borough Council the employment of such suitable persons as are necessary to carry out any work or duties assigned to him by any provision of this article, other Borough ordinance or directive of the Borough Council.
B. 
He shall keep suitable books and records in his office for the purpose of maintaining accurate employee records with respect to working time, efficiency, attitude and nature of work performed.
C. 
Such employees shall be compensated as provided in the annual Salary Ordinance.
