A Police Department is hereby created and established in the
Borough of Westville to consist of a Chief of Police, which person
shall be deemed to hold the highest ranking office or position in
the Westville Police Department, such superior officers of lesser
rank, as well as police officers as may be herein prescribed or as
may from time to time be determined by the Mayor and Council. In addition,
the Police Department shall also consist of support personnel which
is deemed to include special law enforcement officers and lay employees
of the Police Department. Such support personnel, however, shall not
be entitled to the rights, privileges and benefits attendant to police
officers as defined in the statutory and common law of the State of
New Jersey.
The Police Department shall preserve the public peace, protect
life and property, detect, arrest and prosecute offenders of the laws
of New Jersey and the ordinances of the Borough of Westville, direct
and control traffic, provide attendance and protection during emergencies,
provide appearances in court, cooperate with all other law enforcement
agencies, and provide training for the efficiency of its members and
officers.
The Mayor and Council of the Borough of Westville shall be the
appropriate authority as provided for and authorized by state statute.
The appropriate authority shall, at all times, have full power and
authority, in its sole discretion, to amend or supplement this chapter
and the rules and regulations which are hereinafter adopted pursuant
hereto, to repeal any part of the ordinance, to repeal any one or
more of the rules and/or regulations and to repeal this chapter in
its entirety.

The Police Department shall consist of the following offices
and positions, which are hereby created:
F. Special law enforcement officer.
G. Lay employees, including secretary and crossing guards.

The position of part-time police officer is hereby established, subject to the requirements set forth at Chapter
56, Article
I. The part-time police officers shall be appointed at the annual reorganization meeting each year, or at any other time as necessary, for a term not exceeding such calendar year. The governing body may revoke such appointment at any time without cause or hearing. The part-time police officers may serve up to 30 hours a week. They shall be entitled to no benefits, and the appointment shall not constitute a promise of future employment. The part-time police officer(s) shall have only such compensation as accorded part-time personnel of the Borough of Westville.
A. Purpose.
For reasons of efficiency in management of personnel and costs savings,
the part-time position is established.
B. Creation.
There is established the part-time position of police officer, who
shall serve for no specified term and shall have only such compensation
as accorded part-time personnel of the Borough of Westville.
C. Requirements:
minimum requirement of PTC Special Officer Class II certification.
D. Compensation.
The range of compensation for a part time police officer shall be
$13 per hour to $15 per hour.
