This chapter applies to all positions in the
service of Bethany Beach except those covered by a contract of employment
or otherwise excluded by Charter § 7.1, 7.2 or 15.1.

The personnel system of the Town shall consist of the administrative
policies and directives as are from time to time promulgated, in writing,
by the Town Manager of the Town of Bethany Beach and reported to the
Town Council. The personnel system shall be administered by the Town
Manager who shall distribute to all covered employees such directives
and policies regarding Town employment as the Town Manager from time
to time deems necessary or appropriate.
