As used in this article, the following terms shall have the meanings indicated:
EXTREME EMERGENCY
A situation posing a clear and immediate threat to the lives or personal safety of human beings.

Any person hereafter found guilty of shooting, poisoning or otherwise harming or killing any cat or dog or other domesticated animal or fowl belonging to another within the corporate limits of the Town, without authority so to do under the laws of the State of Delaware or except in cases of extreme emergency, shall, upon conviction thereof, pay such fines as set out in Chapter 1, General Provisions, Article I, Penalties.
