When the regulations of this chapter impose more restrictive standards than are required in or under any other statute or local ordinance or regulation, the requirements of this chapter shall govern. When provisions of any other statute, local ordinance or regulation impose more restrictive standards than are required by this chapter, the provisions of such statute, local ordinance or regulation shall govern.
