[Sec. 2-2 of the Revised General Ordinances]
There shall be a Department of Revenue and Finance of the Borough which shall have jurisdiction over all business pertaining to revenue and finance.
In accordance with N.J.S.A. 40A:9-146 et seq., the Mayor and Council shall appoint a Tax Assessor, whose term shall be four years and who shall practice and perform all duties in relation to the assessment of taxes as prescribed by law.

There may be appointed a Tax Collector in accordance with N.J.S.A. 40A:9-142, whose term shall be for four years and who shall have the powers and duties as prescribed by law.
A. 
In accordance with N.J.S.A. 40A:60-5, there may be appointed a Borough Treasurer, who shall be appointed for a term of one year.
B. 
The duties of the Treasurer shall be:
(1) 
Receive funds entrusted to or under the control of any department and deposit all funds received in depositories authorized by the Borough Council by resolution.
(2) 
Have custody of all investments and invested funds of the Borough or in possession of the Borough in a fiduciary capacity, except as otherwise provided by law, and keep such funds and all moneys of the Borough not required for current operations safely invested or deposited in interest-bearing accounts.
(3) 
Have the safekeeping of all bonds and notes of the Borough and the receipt and delivery of Borough bonds and notes for transfer, registration or exchange.
(4) 
Keep a full account of all cash receipts and disbursements of the Borough and. at least once a month and more often if the Borough Council requires, furnish the Borough Council with a statement of all moneys received and expended.

Other duties as prescribed by law.[1]

C. 
The duties of the Treasurer regarding disbursements shall be as follows:
(1) 
Bills, claims and demands against the Borough, when duly authorized and approved, shall be paid upon the audit, warrant and approval of the Treasurer, and disbursements shall be made by a combination warrant-bank check or draft individually signed by the Treasurer and countersigned by the Mayor and the Borough Clerk.
(2) 
The Treasurer shall prepare for each regular meeting of the Borough Council a list of all bills, claims and vouchers which have been paid through the close of business 24 hours preceding the meeting and since the last preceding list was compiled. The list shall be prepared in sufficient copies for each member of the Borough Council, and at least one copy shall be filed with the Borough Clerk in his office as a public record open to examination.
In accordance with Chapter 110, Public Laws of 1988, there shall be a Chief Financial Officer to carry out the responsibilities as set forth under P.L. 1947, c. 151, and N.J.S.A. 40A:9-140 et seq., as amended.
A. 
The Chief Financial Officer shall be appointed by the Mayor with the consent of the Council.
B. 
It shall be a requirement that the Chief Financial Officer be certified as a municipal financial officer and hold a municipal finance officer's certificate.
