A.Â
The Department of Public Works shall be responsible for all utilities
and works of a public nature, such as streetlighting, as well as streets,
signs, recycling and solid waste collection. The Department of Public
Works includes the Water and Sewer Departments.
B.Â
There may be appointed a Director, who shall be Chief Administrative
Officer of the Department of Public Works.
C.Â
The Director shall be in charge of, and shall be responsible for,
the day-to-day activities of the Public Works Department. His responsibilities
include, but are not limited to, the planning, organization, direction
and coordination of all activities of the Public Works Department.
He shall report directly to the Borough Administrator. His responsibilities
shall also include, but are not limited to, the following:
(1)Â
Exercising general supervision of the operation and maintenance of
the water/sewer supply and distribution system, including machinery,
equipment, mains, pumps, storage reservoirs, pipes, meters and all
other mechanical features pertaining thereto.
(2)Â
Executing all orders of the Borough Administrator/Mayor and Council
pertaining to his duties and the general management of the Water and
Sewer Departments.
(3)Â
Reporting all work done in the Department, including all materials
purchased and sold, all water/sewer service main extensions, meters
and connections made and other pertinent data, and keeping a complete
record thereof.
(4)Â
Being responsible for ensuring the filing of all of the analyses
and reports when required under the rules of the State Department
of Health and filing the reports with the Department as shall be required.
(5)Â
Being responsible for and supervising all water/sewer main extensions,
supply pipes and any and all repairs, additions or alterations of
the water supply system.
(6)Â
Submitting all requisitions for purchasing material and supplies
to the Borough Administrator for approval.
(7)Â
Keeping a permanent record of the location of all water mains, meters,
supply pipes, extensions and every other thing thereunto appertaining,
including the financial data pertinent to the water/sewer supply system.
(8)Â
Being responsible for the maintenance of all Borough-owned streets
and roads.
(9)Â
Being responsible for the solid waste and recycling management of
the Borough.
(10)Â
All
other duties imposed upon him by the Mayor and Council of the Borough.
D.Â
The Director shall be nominated by the Mayor with the concurrence
of the majority vote of the Council present at the meeting. The Director
shall serve at the pleasure and discretion of the Mayor and Council
and may be removed from office by a majority vote of the Council present
at the meeting.
E.Â
The Mayor and Council may hire a Water Superintendent, a Water Clerk,
a Sewer Clerk and such other employees as required for the proper
maintenance and operation of the water and sewer systems. All employees
shall report to the Director of Public Works, who shall report to
the Borough Administrator. All salaries shall be fixed and approved
by the Mayor and Council.
The Mayor and Council of the Borough shall have the power to:

Lay pipes for the conveying of water for private and public use in
the streets, highways and alleys or beneath the sidewalks of the Borough
and to regulate the same; provide means for extinguishing fires in
the Borough; and provide water for the extinguishment of fires and
for the maintenance and operation of a system of waterworks and water
supply.
B.Â
Provide for the sewerage or drainage of the Borough and the maintenance
and operation of such system and a sewerage disposal plant with the
Rockaway Valley Regional Sewerage Authority.
C.Â
Provide for and regulate the lighting of streets and public places
of the Borough; the construction or purchase of suitable plants, works
or machinery for supplying light for public or private use and the
maintenance or operation thereof; and provide for lighting the streets
and public places of the Borough and the maintenance and operation
of any lighting plant owned by the Borough.
D.Â
Take action regarding all CPI applications and/or sewer or water
hookup permits, and to execute any documents relating to the same.
There may be a Water Clerk and a Sewer Clerk of the Department,
which may be the same employee or two different employees, who shall:
A.Â
Be responsible for preparing and sending all water and sewer bills.
B.Â
Issue permits for connections to the water and sewer systems.
C.Â
Keep accurate records of all water and sewer accounts, collect all
water and sewer bills, fees and charges; provide for the collection
of delinquent accounts, including termination of water service for
unpaid water and, upon payment, the restoration of the water service.
D.Â
Keep accurate records of all financial operations of the Department,
including a record of all purchases which shall be done by contractual
order system.
There shall be a Superintendent of the Water System of the Borough.
He shall be bonded to the Borough in a sum fined by resolution of
the Mayor and Council.
The Superintendent of the Department shall:
A.Â
Exercise general supervision of the operation and maintenance of
the water supply and distribution system, including machinery, equipment,
mains, pumps, storage reservoirs, pipes, meters and all other mechanical
features pertaining thereto.
B.Â
Execute all orders of the Director, the Administrator, and the Mayor
and Council pertaining to his duties and the general management of
the Water Department.
C.Â
Report all work done in the Department, including all materials purchased
and sold, all water service main extensions, meters and connections
made and other pertinent data, and keep a complete record thereof.
D.Â
Be responsible for making analyses and reports when required under
the rules of the State Department of Health and file the reports with
the Department as shall be required.
E.Â
Be responsible for and shall supervise all water main extensions,
supply pipes and any and all repairs, additions or alterations of
the water supply system.
F.Â
Have power to issue requisitions for purchase of materials and supplies
in accordance with instructions from the Director and the existing
Borough ordinances.
G.Â
Keep a permanent record of the location of all water mains, meters,
supply pipes, extensions and every other thing thereunto appertaining,
including the financial data pertaining to the water supply system.
There may be a Superintendent of Streets in the Department of
Public Works of the Borough. In addition to other duties imposed upon
him by the Mayor and Council of the Borough, the solid waste management
and recycling of the Borough shall be subject to the jurisdiction
of the Superintendent of Streets.
