[Sec. 2-7 of the Revised General Ordinances]
There shall be created a Wharton Free Public Library, under Borough ownership, in accordance with N.J.S.A. 40:54-1.
There shall be a Board of Trustees of the Wharton Free Public Library, consisting of seven members, one of whom shall be the Mayor, ex officio; one the Superintendent of Schools, ex officio; and five citizens of the Borough to be appointed by the Mayor. The Board of Trustees shall be a body corporate under the name of "The Trustees of the Wharton Free Public Library."
A. 
Powers of the Board of Trustees. The Board of Trustees of the Wharton Free Public Library shall have corporate power of succession, may sue and be sued and adopt a corporate seal.
B. 
Officers of the Board of Trustees. The Board of Trustees of the Wharton Free Public Library shall elect from its members a President, a Secretary and a Treasurer, who shall hold office for one year and until their successors are elected.
C. 
Duties of the Board of Trustees. The Board of Trustees of the Wharton Free Public Library shall hold in trust and manage all property of the library; it shall have the power to rent rooms or, when proper, to construct buildings for the use of the library; it shall have the power to purchase books, pamphlets, documents, papers and other reading matter, and to hire librarians and other necessary personnel; any amounts expended shall not exceed any ordinances for the governing of the library and generally do all things necessary and proper for its maintenance.
