Every person riding a bicycle upon a street or highway in the
City shall be granted all of the rights and shall be subject to all
of the duties applicable to the driver of a vehicle under the Traffic
Code, except as to those provisions which, by their nature, can have
no application. As used in this chapter, "bicycle" shall have the
meaning prescribed in Section 1.003 of the Uniform Traffic Code.
No person shall use or operate a bicycle upon any public street
or sidewalk, or upon or in any other public place or place open to
the public, in the City, except in compliance with this chapter.
The City shall issue bicycle licenses upon written application
therefor. Such bicycle licenses, when issued, shall entitle the licensed
bicycle to be operated within the City. Bicycle licenses shall be
numbered, and the license numbers shall correspond to a registration
card for each licensed bicycle, which registration card shall be kept
and maintained by the City. Each registration card shall contain information
regarding the date of issuance of the license, the person to whom
the license was issued, the license number issued, the make and serial
number of the bicycle and any other pertinent information regarding
the bicycle licensed. Bicycle licenses shall be attached upon the
frame or rear fender of the bicycle and shall remain attached to the
bicycle during the existence of the license, which license shall remain
in effect until revoked. Whenever a license becomes illegible, it
shall be replaced by a new one without charge by the City.
Every person who sells or transfers ownership of any bicycle
within the City shall report the sale to the City, together with the
name and address of the person to whom the bicycle was sold or transferred,
within five days after such sale or transfer. The person who purchases
a bicycle or to whom a bicycle has been transferred shall apply to
the City for a transfer of the registration of the bicycle to such
person.
No person shall willfully or maliciously remove, destroy, mutilate
or alter any bicycle license or any numbers on the frame of any bicycle
licensed under this chapter. The Police Department may stamp identification
numbers upon the frames of any bicycle licensed under this chapter,
upon which bicycle no numbers can be found for identification purposes
or on which the numbers are illegible or insufficient for the purposes
of identification of the bicycle.
The license fee for each bicycle license issued under this chapter
may be established by the City, a schedule of such fees being available
at the City Hall. License fees shall be paid at the time the license
is issued. Licenses may be transferred as provided for in this chapter
without fee.
