Every railroad company, in the operation of trains or cars in the city, shall have a member of the train crew in advance of any such train or car while approaching any street crossing, at least 200 feet from the first car nearest to any such crossing, at times when trains are being backed over any public crossing in the city.
No railroad corporation or company operating a railroad in the state shall permit its engines, cars or trains to obstruct any public street or highway in the City for longer than five minutes at any one time. No such railway company shall permit or allow any of its cars or trains to obstruct any public street or highway within the City for any period of time, unless a locomotive is attached to such cars or trains in instant readiness to remove such obstruction in case of fire or other hazard in the city.

No railroad corporation or company operating a railroad through the City of Rockwood shall permit its railroad crossing signals to continuously malfunction after reasonable written notification of such malfunction has been given to the railroad company. No such railroad shall permit its crossing signals to malfunction by the continued closing of railway gates and/or the flashing of signals when there is no approaching train, thereby obstructing the public streets and highway within the City and creating a traffic hazard.
A violation of any provision of this chapter shall be a municipal civil infraction, punishable as provided in Chapter 1, General Provisions, Article II.
