There are hereby authorized and established municipal parking lots or areas in the Township of Toms River, County of Ocean, as hereinafter named and described:
A. 
Parking Area at Money Island Recreation Area.
(1) 
Beginning at a point in the southerly line of Riviera, said point being distant 17 feet more or less easterly from the intersection of the southerly line of Riviera with the easterly line of Keats Avenue extended in a southerly direction as shown on the Official Tax Map of the Township of Toms River as revised 1973 by Egmont Horn, and running thence:
(a) 
Easterly along the southerly line of Riviera a distance of 345 feet to a point; thence
(b) 
Southerly along a line at right angles to the southerly line of Riviera a distance of 31 feet to a point; thence
(c) 
Westerly along a line at right angles to course (b) parallel to the southerly line of Riviera a distance of 345 feet to a point; thence
(d) 
Northerly along a line at right angles to course (c) a distance of 31 feet to the point or place of beginning.
(2) 
The above-described parcel is also known as a portion of Lot 1 in Block 708-11 as shown on the aforesaid Tax Map of the Township of Toms River.
B. 
Parking Area No. 1 at Ortley Beach Recreation Area.
(1) 
Beginning at a point in the northerly line of Fourth Avenue, said point being the southeast corner of Lot 14 in Block 1011-3 as shown on the Official Tax Map of the Township of Toms River as revised 1971 by John A. Ernst, Jr., and running thence:
(a) 
Northerly along the easterly line of Lot 14 in Block 1011-3 a distance of 150 feet to the southeast corner of Lot 153 in Block 1011-3, said point being the northeast corner of Lot 14 in Block 1011-3; thence
(b) 
Westerly along the northerly line of Lots 13 and 14 in Block 1011-3 a distance of 50 feet to the southeast corner of Lot 152 in Block 1011-3; thence
(c) 
Northerly along the easterly line of Lot 152 in Block 1011-3 a distance of 165 feet to a point lying in the right-of-way of Third Avenue, said point being distant 15 feet northerly from the southerly line of Third Avenue and the northeast corner of Lot 152 in Block 1011-3; thence
(d) 
Westerly along a line parallel to and 15 feet northerly from the southerly line of Third Avenue a distance of 50 feet to a point; thence
(e) 
Northerly at right angles to course (d) and along the easterly line of Lot 162 in Block 1001-2 a distance of 205 feet to the northeast corner of Lot 162 in Block 1001-2, said point also being the southwest corner of Lot 186 in Block 1001-2; thence

Easterly along the southerly line of Lots 186 and 187 in Block 1001-2 a distance of 100 feet to the southeast corner of Lot 187 in Block 1001-2; thence

Northerly along the easterly line of Lot 187 in Block 1001-2 a distance of 50 feet to a point, said point being the southwest corner of Lot 158 in Block 1001-2; thence

Easterly along the southerly line of Lot 158 in Block 1001-2 a distance of 80 feet to a point; thence

Southerly at right angles to course (h) along a line parallel to and 120 feet westerly of Ocean Avenue a distance of 420 feet to a point, said point lying in the northerly line of Lot 122 in Block 1011-3; thence
(j) 
Westerly along the northerly line of Lot 122 in Block 1011-3 a distance of 40 feet to a point; thence
(k) 
Southerly at right angles to course (j) along a line parallel to and 160 feet westerly of Ocean Avenue a distance of 150 feet to a point in the northerly line of Fourth Avenue; thence

Westerly along the northerly line of Fourth Avenue a distance of 40 feet to the point or place of beginning.
(2) 
The above-described parcel is also known as all of Lot 153 in Block 1011-3 and Lots 160, 161 in Block 1001-2, the westerly 80 feet of Lots 123, 124, 125 in Block 1011-3 and Lots 154-157 in Block 1001-2 and the westerly 40 feet of Lots 120, 121, 122 in Block 1011-3 as shown on the aforesaid Tax Map of the Township of Toms River.
C. 
Parking Area No. 2 at Ortley Beach Recreation Area.
(1) 
Beginning at a point, said point being the intersection of the easterly line of Ocean Avenue with the southerly line of Fourth Avenue, said point also being the northwest corner of Lot 1 in Block 1017-A5, of which the herein described parking area is a part, as shown on the Official Tax Map of the Township of Toms River as revised 1973 by Egmont Horn, and running thence:
(a) 
Easterly along the southerly line of Fourth Avenue a distance of 10 feet to a point; thence
(b) 
Southerly at right angles to course (a) along a line parallel to and 10 feet easterly of Ocean Avenue, through Lots 1, 2, 3 and part of 4, in Block 1017-A5, a distance of 190 feet to a point, said point being 10 feet northerly of Fifth Avenue and 10 feet easterly of Ocean Avenue; thence
(c) 
Westerly at right angles to course (b) and along a line parallel to and 10 feet northerly of Fifth Avenue a distance of 10 feet to a point in the easterly line of Ocean Avenue; thence
(d) 
Northerly along the easterly line of Ocean Avenue a distance of 190 feet to the point or place of beginning.
(2) 
The above-described parcel is also known as a portion of Lots 1, 2, 3 and 4 in Block 1017-A5 as shown on the aforesaid Tax Map of the Township of Toms River.
D. 
Parking Area No. 3 at Ortley Beach Recreation Area.
(1) 
Beginning at a point, said point being the intersection of the northerly line of Ninth Avenue with the easterly line of Ocean Avenue, said point also being the southwest corner of Lot 4 in Block 1037-A1 of which the herein described parking area is a part, as shown on the Official Tax Map of the Township of Toms River as revised 1973 by Egmont Horn, and running thence:
(a) 
Northerly along the easterly line of Ocean Avenue a distance of 425 feet to a point, said point being 25 feet southerly of the southwest corner of Lot 2 in Block 1022-A4; thence
(b) 
Easterly at right angles to course (a) along a line parallel to and 25 feet southerly of Lot 2 in Block 1022-A4 a distance of 25 feet to a point; thence
(c) 
Southerly at right angles to course (b) along a line parallel to and 13.5 feet easterly of Ocean Avenue and through Lots 1, 2, 3 and 4 in Block 1032-A2 across Eighth Avenue and through Lots 1, 2, 3 and 4 in Block 1037-A1 a distance of 425 feet to a point in the northerly line of Ninth Avenue; thence
(d) 
Westerly along the northerly line of Ninth Avenue a distance of 13.5 feet to the point or place of beginning.
(2) 
The above-described parcel is also known as a portion of Lots 1, 2, 3 and 4 in Block 1032-A2 and Lots 1, 2, 3 and 4 in Block 1037-A1 as shown on the aforesaid Tax Map of the Township of Toms River.
E. 
Parking Area No. 4 at Ortley Beach Recreation Area.
(1) 
Beginning at a point, said point being the intersection of the northerly line of Coolidge Avenue with the easterly line of Ocean Terrace, said point also being the southwest corner of Lot 237 in Block 1049, of which the herein described parking area is a part, as shown on the Official Tax Map of the Township of Toms River as revised 1973 by Eginont Horn, and running thence:
(a) 
Northerly along the easterly line of Ocean Terrace a distance of 323.44 feet to a point, said point being the intersection of the easterly line of Ocean Terrace with the southerly line of Fielder Avenue, said point also being the northwest corner of Lot 396 in Block 1045, of which the herein described parking area is a part; thence
(b) 
Easterly along the southerly line of Fielder Avenue a distance of 20 feet to a point; thence
(c) 
Southerly at right angles to Fielder Avenue, along a line parallel to and 20 feet easterly of Ocean Terrace a distance of 323.44 feet to a point in the northerly line of Coolidge Avenue; thence
(d) 
Westerly along the northerly line of Coolidge Avenue a distance of 20 feet to the point or place of beginning.
(2)

Parking Area No. 1 at Bey Lea Recreation Area.

Beginning at a point in the easterly line of Bay Avenue, said point being distant 25 feet southerly from the northwest corner of Lot 1 in Block 573, of which the herein described parcel is a part, as shown on the Official Tax Map of the Township of Toms River as revised 1972 by Bernard Mackle, and running thence:

Easterly at right angles to Bay Avenue, along a line parallel to and 25 feet southerly of the northerly line of Lot 1 in Block 573 a distance of 225 feet to a point; thence
(b) 
Southerly at right angles to course (a) along a line parallel to Bay Avenue a distance of 210 feet to a point; thence
(c) 
Westerly at right angles to course (b) along a line parallel to course (a) a distance of 225 feet to a point in the easterly line of Bay Avenue; thence
(d) 
Northerly along the easterly line of Bay Avenue a distance of 23 feet to a point; thence

Beginning at a point in the northerly line of Bay Avenue, said point being the southeast corner of a thirty-foot entrance, said point also being distant 285 feet northwesterly from the southeast corner of Lot 4 in Block 573, of which the herein described parcel is a part, as shown on the Official Tax Map of the Township of Toms River as revised 1972 by Bernard Mackle, and running thence:
(a) 
Northeasterly along the easterly line of a thirty-foot entrance a distance of 475 feet to a point; thence
(b) 
Easterly along the southerly line of the parking area a distance of 85 feet to a point; thence
(c) 
Northerly along a line at right angles to course (b) a distance of 200 feet to a point; thence
(d) 
Westerly along a line at right angles to course (c) and parallel to course (b) a distance of 355 feet to a point; thence
(e) 
Southerly along a line at right angles to course (d) and parallel to course (a) a distance of 200 feet to a point; thence
(f)

H. 
Parking Area at Silverton Playground.
(1) 
Beginning at a monument in the southerly line of Maine Street, said monument being distant 418 feet westerly from the intersection of the southerly prolongation of the center line of Blossom Drive with the southerly line of Maine Street, said monument also lying in the northerly line of Lot 7 in Block 233-D, of which the herein described parking area is a part, as shown on the Official Tax Map of the Township of Toms River as revised 1972 by Bernard Mackle, and running thence:
(a) 
Southerly at right angles to Maine Street a distance of 150 feet to a point; thence
(b) 
Easterly at right angles to course (a) and parallel to Maine Street a distance of 60 feet to a point; thence
(c) 
Northerly at right angles to course (b) and parallel to course (a) a distance of 150 feet to a point in the southerly line of Maine Street; thence
(d) 
Westerly along the southerly line of Maine Street a distance of 60 feet to the point or place of beginning.
(2) 
The above-described parcel is also known as a portion of Lot 7 in Block 233-D as shown on the aforesaid Tax Map of the Township of Toms River.
I. 
Parking Area at Riverwood Park Recreation Area.
(1) 
Beginning at a point in the southerly line of Riverwood Drive, said point being distant 385 feet westerly from the northeast corner of Lot 39 in Block 298, of which the herein described parking area is a part, as shown on the Official Tax Map of the Township of Toms River as revised 1972 by Bernard Mackle, and running thence:
(a) 
Southerly along a line at right angles to Riverwood Drive a distance of 380 feet to a point; thence
(b) 
Easterly along a line at right angles to course (a), parallel to Riverwood Drive, a distance of 40 feet to a point; thence
(c) 
Southerly along a line at right angles to course (b) a distance of 145 feet to a point; thence
(d) 
Westerly along a line at right angles to course (c), parallel to Riverwood Drive, a distance of 225 feet to a point; thence
(e) 
Northerly along a line at right angles to course (d), parallel to and 225 feet westerly of course (c) a distance of 145 feet to a point; thence
(f) 
Easterly along a line at right angles to course (e), parallel to Riverwood Drive, a distance of 153 feet to a point; thence
(g) 
Northerly along a line at right angles to course (f), parallel to and 32 feet westerly of course (a), a distance of 380 feet to a point in the southerly line of Riverwood Drive; thence
(h) 
Easterly along the southerly line of Riverwood Drive a distance of 32 feet to the point or place of beginning.

The above-described parcel is also known as a portion of Lot 39 in Block 298 as shown on the aforesaid Tax Map of the Township of Toms River.
J. 
Parking Area at Shelter Cove Recreation Area.
(1) 
Beginning at a point in the northerly line of Bay Avenue, said point being distant 60 feet westerly of the intersection of the northerly line of Bay Avenue with the westerly line of Harbor Road, extended in a northerly direction, as shown on the Official Tax Map of the Township of Toms River as revised 1971 by John A. Ernst, Jr., and running thence:
(a) 
Westerly along the northerly line of Bay Avenue a distance of 1,160 feet to a point; thence
(b) 
Northerly along a line at right angles to Bay Avenue a distance of 280 feet to a point; thence
(c) 
Easterly, at right angles to course (a), along a line parallel to and 280 feet northerly of Bay Avenue a distance of 1,110 feet to a point; thence
(d) 
Southerly along a line at right angles to course (c) and parallel to course (b) a distance of 55 feet to a point; thence
(e) 
Easterly along a line at right angles to course (d) and parallel to Bay Avenue a distance of 50 feet to a point; thence
(f) 
Southerly along a line at right angles to course (e) and parallel to course (b) a distance of 225 feet to the point or place of beginning.
(2) 
The above-described parcel is also known as a portion of Lot 102 in Block 444 as shown on the aforesaid Tax Map of the Township of Toms River.
K. 
Parking Area for Island Beach Recreation Area.
(1) 
Beginning at a point lying in the northerly line of Riviera, said point being the southeast corner of Lot 4 in Block 706-2-B-7, said point also lying in the boundary line between the Borough of Island Heights and the Township of Toms River as shown on the Official Tax Map of the Township of Toms River as revised 1973 by Egmont Horn, and running thence:
(a) 
Southerly along the boundary line between the Borough of Island Heights and the Township of Toms River, said line also being the southerly extension of the easterly line of Lot 4 in Block 706-2-B-7, a distance of 220 feet to a point lying in the high-water line of the Toms River; thence
(b) 
Westerly along the high-water line of the Toms River a distance of 475 feet to a point in the easterly line of Breton Harbors, said point also being the southeast corner of Lot 37 in Block 1085-22; thence
(c) 
Northerly along the easterly line of Lot 37 in Block 1085-22 a distance of 143 feet to the northeast corner of Lot 37 in Block 1085-22, said point being the southwest corner of Lot 1 in Block 706-2-B-9; thence
(d) 
Easterly along the southerly line of Lots 1, 2, 3 and 4 in Block 706-2-B-9, the southerly terminus of Gladney Avenue, the southerly line of Lots 1, 2, 3, 4, 5, 6, 7 and 8 in Block 706-2-B-8, the southerly terminus of River Drive and the southerly line of Lots 1, 2, 3 and 4 in Block 706-2-B-7, said line also being the northerly line of Riviera, a distance of 436 feet to the point or place of beginning.
(2) 
The above-described parcel is also known as Riviera as shown on the aforesaid Tax Map of the Township of Toms River.
L. 
Parking area at Snug Harbor Swim Club.
(1) 
Beginning at a point in the intersection of the easterly line of Warren Point Road with the chain link fence, said point being distant 14 feet, plus or minus, northeasterly from the southwest corner of Lot 149 in Block 1462-19, of which the herein described parking lot is a part, as shown on the Official Tax Map of the Township of Toms River and running thence:
(a) 
Northwesterly along the prolongation of the aforesaid chain link fence a distance of 10 feet, plus or minus, to the curb; thence
(b) 
Northeasterly along the curbline a distance of 210 feet, plus or minus, to a point; thence
(c) 
Southeasterly along the prolongation of a masonry wall in a northwesterly direction and the masonry wall itself a distance of 112 feet, plus or minus, to a curb; thence
(d) 
Southwesterly along the curb and the edge of the pavement a distance of 157 feet, plus or minus, to a point; thence
(e) 
Southeasterly still along the edge of the pavement a distance of 10 feet, plus or minus, to a chain link fence; thence
(f) 
Southwesterly along the chain link fence a distance of 51 feet, to its intersection with another section of a chain link fence; thence
(g) 
Northwesterly along the chain link fence a distance of 114 feet, to the point or place of beginning.
(h) 
Containing 23,908 square feet, more or less.
(2) 
The above description is and is intended to describe the parking area located at the Snug Harbor Swim Club and is also known as being a portion of Lot 149 in Block 1462-19, as shown on the aforesaid Tax Map of the Township of Toms River.
It shall be unlawful for the owner or operator of any vehicle except vehicles owned by the Township of Toms River to park such vehicle between the hours of 11:00 p.m. and 6:00 a.m. upon the premises hereinabove described, unless prior approval is received from the authority in control of said parking area. Such approval shall not be unreasonably withheld.
Individual parking spaces shall be outlined by appropriate markings in said areas, and no vehicle or vehicle and attached trailer exceeding 20 feet in length shall be parked in said areas.
It shall be unlawful for any person to cause, allow, permit or suffer any vehicle registered in his or her name to be parked in violation of the provisions of this chapter.
It shall be unlawful to park any vehicle across any line or marking designating a parking space or to park such vehicle in any way that the same will not wholly be within a parking space as designated by said markings.
Reasonable rules and regulations to ensure efficient and orderly usage of said areas shall be promulgated by the authority in control, which rules and regulations may provide for reserved parking, in which event vehicles permitted to be parked in reserved parking spaces shall be properly identified by use of a decal containing a facsimile of the Township Seal.
There is hereby authorized and established the following no-parking area in the recreation area hereinafter made and described:
A. 
No-parking area at Riverwood Park Recreation Area:
(1) 
Beginning at a point in the westerly terminus of Riverwood Drive, said point being the intersection of the westerly terminus of Riverwood Drive with a southeasterly corner of Lot 13 and a northeasterly corner of Lot 39 in Block 298 as shown on the Official Tax Map of the Township of Toms River as revised December 19, 1974, by William E. Wright, Jr., L.S., and running thence:
(a) 
Southerly along the westerly terminus of Riverwood Drive and the easterly line of Lot 39 in Block 298 a distance of 25 feet to the southwest corner of Riverwood Drive; thence
(b) 
Westerly along a line parallel to and 25 feet southerly of the northerly line of Lot 39 in Block 298 a distance of 270 feet more or less to its intersection with the easterly line of a twenty-five-foot-wide driveway; thence
(c) 
Southerly along the easterly line of said driveway and at right angles to Course 2 a distance of 380 feet to a point; thence
(d) 
Westerly along a line at right angles to Course 3 a distance of 25 feet to a point in the westerly line of said driveway; thence
(e) 
Northerly along the westerly line of said driveway, at right angles to Course 4 and parallel with Course 3 a distance of 380 feet to a point being distant 25 feet southerly of the northerly line of Lot 39 in Block 298; thence
(f) 
Westerly along a line parallel to and distant 25 feet southerly of the northerly line of Lot 39 in Block 298 a distance of 825 feet more or less to a point in an easterly line of Lot 13 in Block 298; thence
(g) 
Northerly along the easterly line of Lot 13 in Block 298 and the extension of said line in a northerly direction a distance of 50 feet more or less to a point, said point being distant 25 feet northerly of the northerly line of Lot 39 and the southerly line of Lot 13 in Block 298; thence
(h) 
Easterly along a line parallel to and distant 25 feet northerly of the southerly line of Lot 13 in Block 298 a distance of 873 feet more or less to a point, said line also being parallel to and 50 feet northerly of Courses 2 and 6; thence
(i) 
Southerly along a line at right angles to Course 8, a distance of 25 feet to a point in the southerly line of Lot 13 and the northerly line of Lot 39 in Block 298; thence
(j) 
Easterly along the southerly line of Lot 13 and the northerly line of Lot 39 in Block 298 a distance of 247 feet more or less to the point or place of beginning; containing 1.36 acres more or less.
(2) 
The above description is and is intended to describe a parcel of land being approximately 50 feet by 873 feet, 25 feet by 247 feet and 25 feet by 380 feet to be designated as a no-parking zone.
Any violation of this chapter shall be punishable by a fine not to exceed $50 or imprisonment not to exceed five days, or both.
