No person, firm, partnership or corporation shall throw or place any pamphlets, papers or cards upon any public highway or public property in the Township of Toms River, in the County of Ocean and State of New Jersey, except such as shall be taken and accepted by another person who may desire such pamphlets, papers or cards.
No person, firm, partnership or corporation shall attach to or place upon or in any automobile parked upon any public highway or upon any public land any pamphlets, papers or cards without the specific permission and consent of the owner of said land or the owner or operator of such automobile, except a police marking, order, warrant or summons.
