A code regulating the installation, maintenance,
repair and control of the plumbing of buildings and the connection
thereof with outside sewers, cesspools or other receptacles, regulating
the practice of plumbing and the issuance of licenses to practice
plumbing, is hereby established pursuant to the provisions of Chapter
275, P.L. 1948. A copy of said code is annexed hereto and made a part
hereof without the inclusion of the text thereof herein.

Editor's Note:
On 6-9-1964 the Board of Health adopted the
following resolution:
1. Styrene-rubber plastic drain and sewer
pipe and fittings are suitable for use as a building sewer, either
for connection to individual sewerage systems or to public sewerage
systems if manufactured in accordance with Commercial Standard CS-228-61.
2. Plastic water pipe may be used as a house
service line of potable water when the pipe has been manufactured
in accordance with Commercial Standard CS-225-63 or Commercial Standard
CS-256-63 and, further, has the approval of the National Sanitation
Foundation.
3. The Plumbing Inspector and the Building
Inspector of this municipality are hereby directed to advise builders,
plumbers and other persons making inquiry about the subject the effect
of this resolution.
4. The Secretary of this Board shall send
a certified copy of this resolution to each of the following:
(a) Superintendent of Buildings.
(b) Engineer of this Board.
(c) Plumbing Inspector.
The said code established and adopted by this
chapter is described and commonly known as the "Plumbing Code of New
Jersey (Revised 1964)."
Three copies of the said Plumbing Code of New
Jersey (Revised 1964), similarly marked, have been placed on file
in the office of the Clerk of this municipality upon the introduction
of this chapter and will remain on file in such office for use and
examination by the public.
In connection with the provisions of this chapter
and the code hereby established and adopted as a part hereof, the
following fees shall be charged and received:
A.
For the examination of any applicant for a license
as a master plumber: $10.
B.
For the issuance of a master plumber's license in
the first instance for an individual: $50; for annual renewal of each
such license: $25, provided it is renewed within 30 days after expiration
of prior license. Thereafter, if the license is renewed within two
years after its expiration: $50. If a licensee permits his license
to be elapsed for a two-year period or more, he must be reexamined
and pay an additional examination fee of $10.
C.
For the issuance of a permit for a proposed plumbing
construction or alteration: $10; provided, however, that the said
ten-dollar fee shall include and be payment for the first five or
less fixtures in the premises. If the premises shall have more than
five fixtures, such fixtures over the number of five shall be charged
for at a rate or fee of $0.75 per fixture.
D.
For the issuance of a permit for the replacement of
a plumbing fixture: $2.
E.
For each reinspection of plumbing work caused by the
failure of the licensee to comply with the provisions of the Plumbing
Code or permit issued: $5.
F.
For the issuance of a permit for the proposed water
service piping for connection to the public water supply and for the
inspection thereof: $3.
Any person or persons, firm or corporation violating
any of the provisions of this chapter or of the Plumbing Code of New
Jersey (Revised 1964) made a part hereof shall, upon conviction thereof,
pay a penalty of not less than $2 nor more than $100 for each offense.
All fees, penalties and moneys collected under
any provision of this chapter or the code established herein shall
be paid to the Treasurer of the municipality.
A.
Provisions in the Plumbing Code of New Jersey (Revised
1964), heretofore adopted by this municipality, be and the same are
hereby amended insofar as Section E-1400, Subdivision 14.8, permits
the holder of a master plumber's license, acceptable to the Board
of Plumber's Examiners, issued in another municipality, or a holder
of master plumber's licenses in three other municipalities to practice
plumbing in the Township of Toms River without an examination, to
the end that each and every master plumber in Toms River Township
must take and successfully pass an examination to be given by the
Board of Plumber's Examiners in and of Toms River Township before
such a master plumber's license will be issued in this Township.
B.
Irrespective of the provisions of Subdivision 14.1.2
of Section E-1400 of the said Plumbing Code of New Jersey (Revised
1964), no permits need be issued by the Toms River Township Plumbing
Inspector to do plumbing in a single-family dwelling used exclusively
for dwelling purposes by the applicant, unless and until the applicant
can and does demonstrate and prove to the Plumbing Inspector of this
Township that the applicant is capable of doing the proposed plumbing
work and installation so as not to result in a health menace or hazard.
C.
Registration of state-licensed master plumbers.
(1)
Any person, firm, corporation or association of persons
licensed by virtue of the provisions of the State Plumbing License
Law of 1968 shall, prior to engaging in the business of or performing
the work of master plumber in the Township of Toms River, first provide
the Board of Health of this municipality with the following information,
on forms to be supplied by said Board:

Said licensee shall, after registration as provided
in Subsection A(1) herein, comply with all the provisions of this
chapter, together with any amendments or supplements thereto and regulations
created thereunder regulating the performance of plumbing work in
the Township of Toms River.
(3)
Any person, firm, corporation or association of persons
who violate any provisions of this chapter shall be subject to a fine
of not less than $10 nor more than $100 for the first offense; and
for the second and each subsequent offense, in addition to the fine
there shall be submitted a report of such violation to the State Board
of Examiners of Master Plumbers, for its information and action, if
any.
This chapter is hereby supplemented by reference by the inclusion therein of Table C, Water-pipe Sizes, appearing on Page 10-23, Chapter 10, of the National Plumbing Code Handbook published by McGraw-Hill Book Company, Inc., in 1957.
A.
Section 4.2.7(a) shall be added to the Plumbing Code,
to read as follows: Joints in cast-iron bell-and-spigot soil pipe
and fittings may also be made by means of preformed elastomeric, compression-type
gaskets conforming to ASTM C564-65T. Such gaskets shall be installed
in strict accordance with the pipe manufacturer's recommendations
and shall be made exclusively for use in connection with extra-heavy
cast-iron pipe only. This provision shall apply, however, only to
building drains and building sewers.
B.
The Plumbing Code is hereby amended to provide for
inclusion of the following:
(1)
The use of Ridgid ABS, CS270-65 Schedule 40, and PVC,
CS272-65 Schedule 40, is permitted. Such material may be used for
drainage, waste and vent piping in the installation of residential
plumbing systems only; provided, however, that such installations
shall be, in compliance with manufacturer's specifications.
C.
Section 9.1.3(c) shall be added to the Plumbing Code,
to read as follows:
Each dwelling or other structure shall have
a separate sewer lateral connecting said dwelling or structure directly
to the public sanitary sewer system, except that where one dwelling
or structure is situate on the same lot as another dwelling or structure,
they may be connected to a common building sewer, as approved by the
administrative authority.

Two or more dwellings or structures not situate
on the same lot shall not be connected to the public sanitary sewer
system by means of a common T or Y fitting, also known as a siamese
connection.
