A. 
No person shall leave any vehicle standing or parked upon any portion of the public streets, highways, roads, lanes or other public places in the Village of Mill Neck or upon any portion of the private roads or land open to public motor vehicle traffic in the Village of Mill Neck, except such as may be necessary or incidental to the transaction of business with or temporary visits to residents of the Village or such as may be due to accidental or temporary disability.
B. 
Prohibited activities. The parking or storage of any vehicle on property other than on a driveway or in an enclosed garage is prohibited; provided, however, that commercial vehicles, junked vehicles, and recreational vehicles, are subject to the following additional restrictions:
(1) 
The parking of a commercial vehicle on residential property is prohibited, unless said vehicle is in an enclosed garage or has been parked on the property for an interval of time not to exceed 24 hours by persons performing work or other services at or upon the property.
(2) 
The parking of junked vehicles, other than in an enclosed garage, is prohibited on residential property.
(3) 
The parking of recreational vehicles, other than in an enclosed garage, is prohibited on residential property. A recreational vehicle shall be defined as any vehicle, including a trailer, which is constructed, altered or otherwise designed to be used to transport persons and/or personal possessions for recreational purposes by its operator. For the purposes of this definition, mobile homes, motor homes, tent trailer(s), campers and trailers to transport automobiles, motorcycles, all-terrain vehicles, boats and watercraft, are deemed to be recreational vehicles.
Any person violating any of the provisions of this Article may, upon conviction, be punished for the first offense by a fine of not less than $25 nor more than $35 and for the second offense by a fine of not less than $35 nor more than $50, together with a $10 penalty for each month up to five months that the fine is not paid or by imprisonment for not less than two nor more than 15 days. The third or any subsequent offense within one year may be punishable by a fine not exceeding $100 or by imprisonment not exceeding 90 days, or by both such fine and imprisonment, and, in addition thereto, such violation shall constitute and is hereby declared to be disorderly conduct, and any person violating the same shall and is hereby declared to be a disorderly person.
