It is the desire of the Council of the City of Butler, Pennsylvania and said Council signifies its intention to organize and does hereby form a City of Butler Renaissance Commission pursuant to the Municipality Authorities Act of 1945, May 2, P.L. 382, as amended.[1]

Council of the City of Butler hereby finds and determines that it is desirable for the entire City of Butler to improve the Business District, and the Business District for the purposes contemplated by this Article is designated as all property within or abounding the following described area:
Beginning at a point at the intersection of North Main Street and Polk Street; thence East by Polk Street to McKean Street; thence South by McKean Street to Walnut Street; thence East by Walnut Street to Cliff Street; thence South along Cliff Street to Center Avenue; thence West along Center Avenue to McKean Street; thence South along McKean Street to Quarry Street; thence West along Quarry Street to Washington Street; thence North along Washington Street to Brush Street; thence West along Brush Street to the West line of lands of Dougherty; thence North along line of lands of Dougherty and Masters to Diamond Street; thence West along Diamond Street to Church Street; thence North on Church Street to Walnut Street; thence East on Walnut Street to Washington Street; thence North on Washington Street to Manor Drive; thence East along Manor Drive to North Main Street; thence along North Main Street to Polk Street, the place of beginning.
The name of the Authority shall be: the "City of Butler Renaissance Commission."
The powers of the Authority shall be exercised by a Board which shall consist of nine (9) members whose terms of office shall commence on the date of appointment. Two (2) members shall serve for one (1) year, two (2) members shall serve for two (2) years, two (2) members shall serve for three (3) years, two (2) members shall serve for four (4) years, one (1) member shall serve for five (5) years, from the January 1 next succeeding the date of incorporation. Thereafter, whenever a vacancy has occurred or is about to occur by reason of the expiration of the term of any member, the Council of the City of Butler shall appoint a member of the Board for a term of five (5) years from the date of expiration of the prior term to succeed the member whose term has expired or is about to expire.
The City of Butler Renaissance Commission shall be a body corporate and politic and is created for the purpose of making business improvements and providing administrative services within the Business District herein established.
A. 
City of Butler Renaissance Commission shall be deemed to have, is hereby granted and may exercise all powers necessary or convenient for the carrying out of its purposes pursuant to the Municipality Authorities Act of 1945, as amended.[1]

B. 
City of Butler retains the right which exists under said Act to approve any plan of the Authority.
Benefited property within the Business Improvement District as established herein shall not include any property used exclusively as an owner-occupied residence.
A. 
Pursuant to said desire and intention of the Council of the City of Butler, Pennsylvania, and in conformity with the provisions of the Municipality Authorities Act of 1945, as amended, the proposed Articles of Incorporation of the City of Butler Renaissance Commission are hereby approved.[1]

B. 
The Mayor of the City of Butler and the City Clerk are herewith authorized and directed to execute the Articles of Incorporation on behalf of the City of Butler and to file the same with the Secretary of the Commonwealth. The City Solicitor is hereby authorized and directed to cause to be published the notice of intention to file the Articles of Incorporation with the Secretary of the Commonwealth as required by law.
