[HISTORY: Adopted by the City Council of the City of Butler 2-19-1987 as Part 1, Title 7, Art. 171, of the 1987 Codified Ordinances. Amendments noted where applicable.]
A. 
It is hereby determined by Council and it is hereby declared as a matter of legislative finding that there exists in the City of Butler, both within and outside of certified redevelopment areas, properties which have become derelict, abandoned or unfit for human habitation or other use by reasons of age, obsolescence, prolonged vacancy, dilapidation, deterioration, lack of maintenance and care or general neglect.
B. 
It is hereby found that such derelict properties individually and collectively constitute a blight and nuisance in the neighborhood, create fire and health hazards, are used for immoral and criminal purposes, constitute unreasonable interferences with the reasonable and lawful use and enjoyment of other premises in the neighborhood, are harmful to the social and economic well-being of the city, depreciate property values and generally jeopardize the health, safety and welfare of the public.
C. 
The Urban Redevelopment Law, Act of May 24, 1945, P.L. 991, as amended,[1] authorizes Council to create a Vacant Property Review Committee to implement the provisions of such Act relating to blighted property removal.

D. 
Council of the City of Butler finds that there is a need for a Vacant Review Committee to function within the City of Butler.
Pursuant to the provisions of the Urban Redevelopment Law, Act of May 24, 1945, P.L. 991, as amended, there is hereby created a Vacant Property Review Committee to function with the City of Butler and which shall exercise all powers and be subject to all limitations as provided in such Act.
A. 
The membership of the Vacant Property Review Committee shall consist of five (5) members whose term of office shall commence on the date of appointment. One (1) member shall serve for one (1) year, one (1) member shall serve for two (2) years, one (1) member shall serve for three (3) years, one (1) member shall serve for four (4) years and one (1) member shall serve for five (5) years, from January 1 next succeeding the date of appointment. Thereafter, whenever a vacancy has occurred or is about to occur by reason of the expiration of the term of any member or because the member is no longer serving in the capacity of his original appointment, Council shall appoint a member for term of five (5) years from the date of expiration of the prior term to succeed the member whose term has expired or is about to expire or to complete a term which has been only partially fulfilled.
B. 
The membership of the Vacant Property Review Committee shall be approved by Council and shall include:
(1) 
One (1) member of Council.
(2) 
One (1) representative of the Butler Redevelopment Authority.
(3) 
One (1) representative of the Planning and Zoning Commission.
(4) 
A member to be designated by the Mayor from the executive branch of the government of the City of Butler.
(5) 
A resident of the City of Butler.
