No person shall tack, paste or post any advertisements or other matter to or upon any telegraph, telephone, electric light, trolley or other poles or attach any advertisement, poster or other matter on any wire of any telegraph, telephone, electric light or street railway company or tack, paste or post the same on any railing, tree or bridge on or within any of the streets, lanes, alleys or public grounds within the limits of the city.
Any person violating § 223-1 shall be subject to a fine of not more than three hundred dollars ($300.), plus costs of prosecution and, in default of payment of said fine and costs, imprisonment for not more than ninety (90) days.

Council hereby authorizes the City of Butler and the Department of Transportation of the Commonwealth of Pennsylvania to erect official traffic signs and other signs similar thereto on certain utility poles owned by the City of Butler and upon other utility poles when authorized by the owner of such poles. The Director of Public Safety shall specifically designate, in writing, such certain poles.
Council shall by resolution approve any utility pole designation and sign installation. Thereafter, the Mayor and City Clerk may execute written agreements on behalf of the City of Butler with the owners of such other utility poles and also with the Department of Transportation of the Commonwealth of Pennsylvania to erect official traffic signs or other signs similar thereto on certain utility poles owned by the City of Butler.
