No person, firm or corporation shall leave outside of any building or dwelling or in a place accessible to children any abandoned, unattended or discarded icebox, refrigerator, freezing unit, chest or any other container of a similar kind and size, equipped with tight-fitting door or doors and door-locking or latching devices, unless such door or doors or such door-locking or latching devices or both have first been removed therefrom in such a manner that said icebox, refrigerator, freezing unit, chest or container shall thereby become so dismantled as to be harmless to children who might otherwise become locked or trapped therein.
A violation of this ordinance shall be punishable by a fine not to exceed $100, or by imprisonment for 10 days or both.
