[HISTORY: Adopted by the Common Council of the City of North Tonawanda 10-10-1980 by L.L. No. 3-1980. Amendments noted where applicable.]
There is hereby created a board to be named the "Advisory Board on Cable Television," which shall advise and assist the Common Council in relation to certain aspects of the operation of the cable television systems in the City of North Tonawanda.

A. 
The Board shall be composed of five members appointed by the Common Council. Each alderman shall nominate one member to serve on said Board. Such members shall serve for a term of two years.

B. 
Board members shall be residents of the City of North Tonawanda.
C. 
Members shall continue in office until their successors have been appointed and qualified.
D. 
A majority of the Board shall select a Chairman from its members.
Members of the Board shall serve at a compensation to be established by the Common Council and shall be reimbursed for actual necessary expenses incurred in the course of their duties and responsibilities upon prior approval by the Common Council. Such expenses may include the purchase of material and supplies and lodging, meals, tolls and mileage allowance or cost of public transportation for necessary travel.
The Board is hereby directed to advise and assist the Common Council and to:
A. 
Assist the City Clerk and other appropriate City officials in the administration of any cable television franchise in the City. For this purpose, the Board shall use as a guide the controlling contract of the franchise and any request for proposals adopted by the Common Council.
B. 
Make recommendations to the Common Council on how public channels could be scheduled.
C. 
Establish criterion guidelines for public access to public channels in conjunction with the cable operator.
D. 
Recommend local laws, ordinances, rules, regulations and franchise amendments necessary to carry out the functions of the Advisory Board.
E. 
Act as a hearing board on items concerning cable television operation within the City, including but not limited to line extension, access to public channels, complaints and subscription fee increases.
F. 
Review and make recommendations to the Common Council on franchise amendments and renewal.
The Board shall be advisory to and subject to the direction and control of the Common Council; however, the Board may establish its own rules and regulations guiding the conduct and operation of the Board and its members within its responsibilities and charge. Minutes of all meetings of the Board shall be recorded with the City Clerk.
