Length of Service Awards Program (LOSAP) is hereby proposed in accordance with Chapter 388 of the Laws of 1997, being N.J.S.A. 40A:14-183 et seq., to reward members of the Volunteer Fire Department and the Volunteer Emergency and Rescue Squad for their loyal, diligent, and devoted services to the residents of the Township of Nutley. The Administrator of the LOSAP program will be appointed by the Director of Public Safety.
The LOSAP shall provide for fixed annual contributions to a deferred-income account for each volunteer member that meets the criteria set forth below. Such contributions shall be established by the Commissioners of the Township of Nutley pursuant to P.L. 1997, c. 388, and such plan shall be administered in accordance with the laws of the State of New Jersey, the U.S. Internal Revenue Code, and this newly created Township ordinance.
One credit (100 points) is based on the following point system. In order to receive one credit for a calendar year (January 1 through December 31 of each given year), you must accumulate 100 points.
A. 
Fire Department.
(1) 
Fire Department responses.
(a) 
Points are based upon the following schedule of percent attendance at the fire department responses to which volunteer fire fighters have been dispatched to stand-by or respond. (Plectron activations.) A minimum of 20 points must come from responses.

(2) 
Training:
(a) 
Points are earned for participation in fire department authorized training by the Fire Department's Training Officer. There will be 24 training sessions per year. Twelve training sessions are mandatory in order to receive LOSAP contributions.
(b) 
Point value for training sessions: three points.
(3) 
Courses:
(a) 
Points are earned for fire related courses upon receipt of certification of completion. These courses must be given at a certified training center by a certified instructor. Courses must be approved by the Chief, Deputy Fire Chief.

Ten points: between four and 20 hours.

Twenty points: more than 20 but less than 39 hours.
[3] 
Thirty points: 40 or greater hours.
(4) 
Position. One point is earned for each credit year. A credit year is a year in which 100 points are earned.

B. 
Nutley Volunteer Emergency and Rescue Squad.
(1) 
Point system: A "volunteer member" means a person who is so designated by the Nutley Volunteer Emergency and Rescue Squads Constitution and bylaws: 50 points.
(2) 
The LOSAP shall provide for annual contributions for each eligible member in accordance with the following credit system:
(a) 
Credits based upon years of service. An active volunteer member shall receive credit for each year of active emergency service in the Nutley Volunteer Emergency and Rescue Squad for prior years' service as permitted by created ordinance.
(b) 
Credits based upon ambulance and rescue squad point system. An active volunteer member shall receive credit for each qualifying year earned by such member. A "qualifying year" shall be defined as a twelve-month period from January 1 of the preceding year to the following December 31 during which said member has been awarded at least 100 points pursuant to the following point system.

An "active volunteer member" means a person who is faithfully and actually performing volunteer service as a member of the squad as outlined in the squad's constitution and by-laws. The active volunteer member must be so designated by the Board of Directors of the Nutley Volunteer Emergency and Rescue Squad to qualify for points in this system: 50 points.
(3) 
Riding hours.
(a) 
Every 35 hours: one point.
(4) 
Paid personnel coverage (holiday and vacation): maximum of 25 points.
(a) 
Every two hours: one point.
(5) 
Squad training classes/drills: maximum of 25 points.
(a) 
Every two hours: one point.
(b) 
Instructors add one point per drill: one point.
(c) 
External training classes/drills have the same point value, but must be approved by the Training/Rescue Officer with agreement by Captain.
(6) 
Back-up jobs answered: maximum of 25 points.
(a) 
Every two jobs: one point.
(7) 
Squad qualification.
(a) 
Qualified squad member: two points.
(b) 
Qualified driver: one point.
(c) 
Qualified rescue member: two points.

(13) 
Contributions based on current years of service.
(a) 
An eligible member shall be awarded an annual contribution based upon the following schedule:

The proposed maximum annual contribution for an active volunteer member shall be $1,500 per year or asset by LOSAP.
LOSAP shall authorize the crediting of prior year service up to the maximum of 10 years.
A. 
The LOSAP program was approved by the voters as a public question at a general election as provided by New Jersey Statue, and became effective January 1, 2002.
B. 
The effective date of this amendment shall be January 1, 2019.
