A. 
No railway company or railroad company division superintendent, or assistant division superintendent or agent or yardmaster having charge or supervision of any railway car, engine or tender, or any railway or railroad company in the Village, shall suffer or permit any railway or railroad car, engine or tender to stand or remain in or be in passage or in motion across or otherwise block any public way, place, street so as to obstruct the free passage of traffic, pedestrian or vehicular, along such public way, place, street or avenue and across such railway or railroad track in the Village for more than 10 minutes at any one time; however, this time limitation of 10 minutes shall be inapplicable and inoperative in the event of any cause or happening of any event which shall be outside of and beyond the control of any such division superintendent, agent or yardmaster, assistant division superintendent, agent or yardmaster, such as derailment, a mechanical or power failure, or an unforeseen and avoidable breakdown of any of the mechanical equipment participating in the train movement.
B. 
No railway company or railroad company division superintendent or assistant division superintendent or engineer or conductor, or agent or yardmaster having charge or supervision of any railway car or engine shall suffer or permit any railroad car or engine to stand on or be in motion across any state or federal highway within the Village of Superior, Wisconsin, as to obstruct the free movement of traffic for any time while said railway company, railroad, car or engine is engaged in the process of switching of cars or making up a train or breaking a train into two or more components.

Any person, firm or corporation violating any part of the provisions of this article shall, upon judgment thereof, be punishable as provided in Chapter 1, § 1-4, General penalty, of this Code.
