From and after the date of the passage of this article, no person shall cast, throw, drain or discharge or cause to be cast, thrown, drained or discharged into any public street or highway, gutter or other public place within the Township of Chesterfield any slops, kitchen water or other liquid of such character as to cause the air in such public street, highway or other public place to become offensive to the senses or injurious to the public health, and the doing of any such act shall be deemed to be a nuisance.
No person shall keep or maintain any animal or animals in such close proximity to any dwelling house within the Township of Chesterfield so that offensive odors are thereby created, being offensive to persons occupying such dwelling houses, and any such account is hereby declared to be a nuisance.
No person shall deposit or accumulate any offal or any decaying animal or vegetable substance in or upon any lot of land or building in such close proximity to any private dwelling house within said township which shall emit odors offensive to the inhabitants or owners of such private dwellings and become injurious to public health, the same being declared to be a nuisance.

Any person creating or maintaining any of the foregoing nuisances shall be subject to a fine of $100 for each offense and, in the event that the person creating or maintaining such a nuisance shall have been notified by written notice given by any members of the Board of Health of Chesterfield Township, shall be liable to an additional penalty of $5 for each and every day that such offense or nuisance is continued after the giving of such notice.

It shall be unlawful to deposit or throw any wastepaper, tin can, pail, box, basket, old shoes and boots, dead animals, fruit or pieces of fruit, garbage, cinders, ashes, refuse, rubbish or waste of any kind into or alongside of any public highway, road or public place in the Township of Chesterfield.

Any person depositing or throwing any wastepaper, tin can, pail, box, basket, old shoes and boots, dead animals, fruit or pieces of fruit, garbage, cinders, ashes, refuse, rubbish or waste of any kind into or alongside of any public highway, road or public place in the Township of Chesterfield shall be guilty of committing a nuisance and shall, upon conviction, forfeit and pay a penalty not to exceed the sum of $500.
