The Council of the Borough of Bradford Woods does hereby authorize the execution of an agreement[1] between the Borough of Bradford Woods and the McCandless Township Sanitary Authority, a copy of which is attached to and made a part of this article, and does hereby authorize the President of Council and the Secretary of Council of the Borough of Bradford Woods to execute the same.

The Borough of Bradford Woods does hereby release to the McCandless Township Sanitary Authority to provide sanitary sewage service and impose charges therefor to Bradford Woods Borough.
The McCandless Township Sanitary Authority is hereby authorized to levy assessments for the installation of sanitary sewers in accordance with the Municipality Authorities Act of 1945, P.L. 382,[1] as amended, when said properties are benefited and accommodated by said sanitary sewers.

The Borough of Bradford Woods does agree to take any additional action which may be necessary to effectuate the purposes of said agreement and to make effective any assessments deemed necessary by the McCandless Township Sanitary Authority to provide for sanitary sewer installations in Bradford Woods Borough.
The Council of the Borough of Bradford Woods shall take such action as may be requested by the McCandless Township Sanitary Authority to secure any grants from any state, federal or local units of government or other organizations to assist in the construction of sanitary sewers and the installation of sanitary sewage facilities in the Pine Creek Drainage whether the same be in the Borough of Bradford Woods or any other municipality.

The Borough Council of the Borough of Bradford Woods finds and, therefore, declares that it is necessary that a free public library service be established and operated to promote the general welfare of the residents of the Borough of Bradford Woods and that such public library service can be most efficiently and economically furnished by means of an intercommunity municipal authority jointly sponsored by the Borough of Bradford Woods, the Township of Ross, the Borough of Franklin Park and the Town of McCandless and incorporated under the applicable laws of the Commonwealth of Pennsylvania for the express purpose of supplying such service to all residents of said municipalities.
It is, therefore, the joint desire and intention of the Borough of Bradford Woods, the Township of Ross, the Borough of Franklin Park and the Town of McCandless, municipal corporations situate in the County of Allegheny and the Commonwealth of Pennsylvania, to organize an Authority under and pursuant to the provisions of the “Municipality Authorities Act of 1945,” the Act of 1945, May 2, P.L. 382, Section 1 et seq.,[1] together with all supplements and amendments thereto, for the purpose of exercising and enjoying all of the powers conferred by said Act, its supplements and amendments.

The name of the proposed Authority shall be "Northland Public Library Authority."
The proposed Articles of Incorporation are as follows.[1]

The following persons are hereby appointed members of the first Board of the Authority, who shall serve, in accordance with Section 8 of the proposed Articles of Incorporation, for terms as hereinafter set forth opposite their respective names:

Term expires: December 31, 1977
Until such time as the incorporating municipalities shall otherwise provide by resolution, the members of the Board of the Authority shall receive no compensation for their services as Board members.
The Articles of Incorporation of the proposed Authority, in substantially the same form as set forth in § 10-9 of this article,[1] shall be executed on behalf of the Borough of Bradford Woods by the President of the Borough Council and under its municipal Seal, attested by the Borough Secretary, and such officers are hereby authorized, empowered and directed to do all things necessary and appropriate to effect and establish the said Authority, in conformity with the aforesaid Municipality Authorities Act of 1945, its supplements and amendments.
