This agreement made this 23rd day of February 1981, by and between the Town of McCandless, the Borough of Franklin Park, the Township of Marshall and the Borough of Bradford Woods, does hereby provide as follows.
The parties to this agreement do hereby agree to continue to sponsor and carry on a summer recreational program for the residents of their respective communities, all being located within the North Allegheny School District, during the school vacation time in the year 1981, and thereafter, unless and until terminated by the parties.
The summer recreational program will be administered by a Board consisting of one representative from each of the parties to this agreement, the said representative to be appointed by the governing body of each municipality. The length of the program and the various activities to be covered by the program shall be determined by the joint Board to be appointed by the municipalities.
The summer recreational program shall be funded by the participating municipalities on a per capita contribution based on the 1980 Federal Census. For the year 1981 it is estimated that the cost will be $0.55 per capita, with the estimated cost of the program to include a ten-percent overhead cost for the administration of the program by the Town of McCandless. The final cost of each year's program shall be calculated at the end of each calendar year and any excess or deficiency in contributions shall be adjusted and either credited or charged on the basis of population as above defined. The population figure for each participating municipality shall only be changed as a result of an official United States census.
A. 
The staff and employees to operate the summer recreational program shall be selected and supervised by the joint Board. For administration purposes they shall be considered employees of the Town of McCandless, shall be paid by the Town of McCandless and shall be covered by the Town's workmen's compensation and general liability insurance. They shall be considered as part-time employees of the Town of McCandless without entitlement to any other fringe benefits afforded regular Town employees or Town probationary employees.
B. 
The members of the joint Board shall not be considered as employees of the recreational program, shall receive no salary, but may be reimbursed for out-of-pocket expenses by approval of the joint Board. The joint Board shall prepare a budget for approval by the governing bodies of the participating municipalities by October 1 of each year for the following year.
This agreement and the summer recreational program shall continue in its present form or as modified by unanimous approval of the governing bodies of the parties to this agreement.
