As used in this chapter, the following terms shall have the meanings
indicated:
An agent, occupant, lessee, contract purchaser or person other than
the owner, having possession or control of property in Bradford Woods Borough.
All assemblies of people open to the public, or where the public
at large is invited to attend, reasonably anticipated to number more than
100 people for a continuous period of two hours or more, more than 10% of
whom will assemble outdoors or in structures specially constructed, erected
or assembled for the gathering, whether or not an admission fee is charged.
The term "public gathering" shall not include annual gatherings, such as festivals,
community functions and family gatherings held on property dedicated to general
public assemblage or any performance or exhibition that, in the opinion of
Bradford Woods Borough Council, is conducted solely for benevolent or charitable
purposes.
Any natural person, association, partnership, firm, corporation,
joint venture or any other legal entity whatsoever who initiates, organizes,
promotes, permits, conducts or causes to be advertised a public gathering.
All persons, whether as individuals, groups or members of any organization
and who are residents or nonresidents of the Borough, are required to make
application with the Borough and obtain permission from the Borough Council
for a public gathering. It shall be in the power and authority of the Council,
if in their judgment, to require a deposit of money or a proper bond to keep
the peace:

Conditions for approval are as follows:
Any person, firm or corporation who shall violate any provision of this
chapter or who shall fail to post a bond shall, upon conviction before the
District Justice having jurisdiction thereof, be sentenced to pay a fine of
not more than $600, plus costs of prosecution, and, in default of payment
of such fine and costs, be subject to imprisonment of not more than 30 days.
