GENERAL REFERENCES
Open Space Trust Fund — See Ch. 21, Art. I.
There is hereby established the Chester Township Open Space Advisory Committee.
The purposes of the Committee shall be as follows:
A. 
To identify properties or areas within Chester Township which would be suitable for establishment and use as permanent open space.
B. 
To prepare and maintain an Open Space Plan for Chester Township, which plan shall set forth goals for the acquisition of land for permanent open space within the township and the recommended uses for the land thereby acquired.
C. 
To assist the Mayor and Township Council in preparation of presentations for funding applications in connection with the acquisition of permanent open space.
D. 
To make recommendations to the Mayor and Township Council regarding the use of funds obtained through the township's dedicated Open Space Property Tax and from other sources.
E. 
To make recommendations to the Planning Board concerning the Master Plan regarding areas of the township which should be considered for preservation as permanent open space.
F. 
To make recommendations to the Planning Board and to the Zoning Board of Adjustment concerning the effects of proposed applications on the Open Space Plan.
The Chester Township Open Space Advisory Committee shall be comprised of 11 members appointed by the Mayor and confirmed by the Council. The members of the Committee shall consist of the following:
A. 
One member shall be appointed from the membership of the Township Environmental Commission.
B. 
One member shall be appointed from the membership of the Township Parks Advisory Committee.
C. 
One member shall be appointed from the membership of the Township Planning Board.
D. 
One member shall be appointed from the membership of the Township Zoning Board of Adjustment.
E. 
Seven members shall be appointed from members of the community at-large who are residents of Chester Township.
A. 
Members shall be appointed for a term of two years. All terms shall expire on December 31. However, the initial terms of the first members of the Committee appointed in 1999 shall be as follows:
(1) 
Environmental Commission, one year;
(2) 
Parks Advisory Committee, one year;
(3) 
Planning Board, two years;
(4) 
Board of Adjustment, two years; and
(5) 
Community at-large, three members for one year; four members for two years.
B. 
After the initial appointment, all terms shall be for two years beginning in January.
C. 
The term of a member of the Open Space Advisory Committee who is also a member of the Environmental Commission, Parks Advisory Committee, Planning Board or Board of Adjustment shall end when his/her term on that Commission, Committee or Board expires.
The Mayor shall appoint a Chairperson from the membership of the Committee who shall preside over all meetings and be charged with reporting the recommendations of the Committee, in writing or in person, to the Mayor, the Township Council, the Planning Board or the Zoning Board of Adjustment. The Committee shall designate a Vice Chairperson who shall preside in the absence of the Chairperson.
A. 
The Committee shall meet one time per month at a regularly scheduled date and time to be determined by the Committee.
B. 
All meeting shall be open to the public and shall take place at the Township Municipal Building.
C. 
At least one meeting each year shall be a joint meeting of the Open Space Advisory Committee and the Environmental Commission which shall take place on the date of a regularly scheduled meeting of the Environmental Commission.
