Editor's Note: The preamble to this ordinance identified the Morris County 4-H Association as an association organized for the purpose of holding agricultural fairs and exhibitions.
It is determined and declared that the following described property is used as a place where the above-mentioned approved association holds an agricultural fair and exhibition in the Township of Chester, County of Morris, State of New Jersey: Chubb Park, Route 24, Chester, New Jersey.
It shall be unlawful for any person, persons, firm or corporation to own or operate within this municipality any amusement games as said terms are defined by the Amusement Games Licensing Law (Chapter 109 of the Laws of 1959) and amended by Chapter 103 of the Laws of 1961[1]) without first having obtained a license from the Township Council of the Township of Chester. Said license shall be issued pursuant to and subject to the provisions of the Amusement Games Licensing Law, as amended, and rules and regulations issued thereunder.

Each applicant for such a license shall file with the Municipal Clerk a written application of such form as may be prescribed by the Amusement Games Licensing Law, as amended, and also in accordance with rules and regulations which may now or hereafter be promulgated by the Amusement Games Control Commissioner.
The fee for each municipal license shall be $5.
Each applicant and applicant employee shall be fingerprinted, registered and issued identification cards under the rules and regulations promulgated by the Amusement Games Control Commissioner.
Amusement games can be conducted only during that part of the year when there is conducted in the Township of Chester an agricultural fair and exhibition by an association organized for the purpose of holding the same and which is approved by the State Department of Agriculture for participation in any or all state-sponsored programs relative to the promotion of agriculture and the advancement of agricultural interests in this state.
On the days set forth in § 60-6 of this chapter, amusement games can be conducted from 8:00 a.m. to 1:00 a.m. on the following day.
In the event that any licensee shall violate any of the provisions of this chapter or the Amusement Games Licensing Law or the rules and regulations promulgated by the State Amusement Games Control Commissioner or the terms of such license, such licensee shall be a disorderly person and, if convicted as such, shall, in addition to suffering any other penalties which may be imposed, forfeit any license issued to said licensee under this chapter.
Any person, firm or corporation violating any of the provisions of this chapter shall be subject to a penalty not to exceed $200 or imprisonment not to exceed 90 days, or both, and the same shall be in addition to the powers of suspension or revocation of any such license provided for herein by the governing body.
