A. 
During each term of the Town Council, no person shall be appointed or reappointed by the Town Council to any board, commission or committee (whether established by ordinance, resolution or otherwise) between the following dates: (i) the date of a general election in the Town of Coventry and (ii) the date of the commencement of the term of the next subsequent Town Council in the Town of Coventry. The foregoing regulation shall also apply to appointments resulting from vacancies on any board, commission or committee.
B. 
Prior to the effectiveness of any appointment or reappointment (including appointments resulting from any vacancy), each designee to any board, commission or committee shall:
(1) 
Be sworn into office at a meeting of the Town Council; and
(2) 
Comply with any other preappointment, or pre-reappointment, policies or procedures of general applicability imposed by the Town Council as a condition of appointment or reappointment, if any.

A. 
Any Town Council appointed member to any Town of Coventry board, commission, committee, authority, agency, panel, organization, entity or any other position may be removed or suspended by the Town Council for cause following a public hearing from such board, commission, committee, authority, agency, panel, organization, entity or other position.
B. 
As used herein, the term "cause" shall mean any one or more of the following with respect to the subject member:
(1) 
Commission of any crime of moral turpitude, whether related or unrelated to such member's service on the subject board, commission or committee;
(2) 
Commission of a felony, whether related or unrelated to such member's service on the subject board, commission or committee;
(3) 
Embezzlement or theft of Town funds or resources;
(4) 
A pattern of negligent performance of such person's duties as a member of the subject board, commission or committee or on behalf of the Town;
(5) 
A pattern of noncompliance with the Town's ordinances, resolutions or written policies, regardless of whether such noncompliance directly relates to such person's actions on the subject board, commission or committee;
(6) 
A violation of the Rhode Island Code of Ethics in Government, whether related or unrelated to such member's service on the subject board, commission or committee; or
(7) 
Such other material action or event which in the reasonable judgment of the Town Council renders the person's continuance in the position detrimental to the discipline, efficiency or effectiveness of the subject board, commission or committee and which sound public policy recognizes as good cause for him or her to no longer hold the position, whether related or unrelated to such member's service on the subject board, commission or committee.
C. 
In the event of any direct conflict between this section and the Home Rule Charter, or any contract with or covering the person affected by such "cause" hearing, suspension or removal proceeding, the terms of the Charter or such contract shall control.
