"Plumbing" for the purpose of this chapter is hereby defined as follows:
A. 
As is stated in § 145.01, Wis. Stats., and amendments thereto.
B. 
The construction, connection to or alteration of any drain, soil or waste pipe to carry domestic sewage, stormwater or industrial waste from a point three feet outside of the foundation walls of any building to the sewer lateral at the curb or other disposal terminal, including the private sewage disposal or treatment plant. This definition does not include minor repairs to faucets and the removal of stoppages in soil or waste pipes.
The provisions and regulations of the State Plumbing Code, adopted by the Department of Safety and Professional Services, and amendments thereto are hereby made a part of this chapter by reference and shall extend over and govern the installation of all plumbing installed, altered or repaired in the Village, except as otherwise provided herein.
A. 
The Building Inspector shall enforce all provisions of this chapter.
B. 
The compensation to be paid to the Building Inspector shall be determined from time to time by the Village Board.
C. 
In case of the absence or inability of the Building Inspector to act, the Village Board may appoint a person who is state certified to serve as deputy and who shall have the same powers as the Building Inspector under whom he/she serves.

A. 
Inspections; stop orders. The Building Inspector shall have full power to pass upon any question arising under the provisions of this chapter, subject to the conditions contained in this chapter, and shall have the power and authority at all reasonable times for any proper purpose to enter upon any public or private premises and make inspection thereof and to require the production of the permit for plumbing work or the required license therefor. In case of violation of this chapter or any other ordinance of the Village, the Building Inspector may post a stop order upon the premises after which no further work shall be performed upon the structure until the premises is brought into compliance. Any person interfering with the Building Inspector while in the performance of his duties shall be deemed guilty of an offense punishable under this chapter.
B. 
Enforcement of laws. The Building Inspector shall enforce all state laws and Village ordinances and lawful orders relating to the installation, repair and maintenance of plumbing work.
C. 
Final inspections.[1]
(1) 
Upon completion of the work for which a permit is applied for and before occupancy, the Building Inspector shall make a final inspection of the building or structure, including the septic system, and if all work is done in compliance with this chapter, a certificate of occupancy permit shall be signed by the Building Inspector and issued to the owner, and no building hereafter constructed, altered, repaired or moved shall be occupied until final inspection and issuance of a certificate of occupancy permit as herein required.
(2) 
If a building is occupied before a final plumbing inspection is made on the building, an additional charge as set by the Village Board shall be made to the plumbing contractor who has the plumbing permit for such building.

D. 
Withholding permit. The Building Inspector is authorized to withhold approval of an application for a plumbing permit to any person who has not complied with any lawful order of the Building Inspector or has failed to complete work on prior permits within a reasonable time or in a good, workmanlike manner. The person refused such permit may appeal within 10 days to the Village Board.
E. 
Request for inspection. The plumber in charge shall notify the Building Inspector whenever any work is ready for inspection (i.e., soil, vent, underground drains, and final inspection).
A. 
No plumbing or sewage disposal facilities shall be installed in the Village without first filing an application and receiving a permit to do so. All applications for a permit shall state the period of time required to complete work for which the permit is requested.
B. 
No building permit for a building which involves the installation of sewage disposal facilities shall be issued by the Building Inspector unless the plot plan and the plans for sewage disposal facilities have been submitted to and approved by the County Health Department.
C. 
Before a permit to install plumbing may be issued, a plot plan of the premises upon which the plumbing is to be installed shall have been approved by the Building Inspector. This plot plan shall include the following:
(1) 
The size of the building and its location on the lot.
(2) 
The size and location of the proposed system of private sewage disposal.
(3) 
The location in feet of all water wells not on the lot but within 45 feet of it.
(4) 
The location of the water well on the lot.
(5) 
The location in feet of any system of private sewage disposal that is less than 20 feet from the lot.
(6) 
The slope or slopes of the land surface of the lot in feet per 100 feet of percent of slope when requested.
(7) 
The location and soil data of all percolation test and boring holes and the date of the test of each hole. This means the rate in minutes for the water to fall one inch, plus data from borings relating to depth to groundwater table and rock.
(8) 
The boundaries of floodlands, shorelands and soil mapping units may be required.
D. 
No permit to install plumbing or sewage disposal facilities may be issued unless the lot on which the system of private sewage disposal is to be installed is large enough to install such a system in full compliance with the provisions of the Wisconsin Administrative Code and this chapter. This shall not apply to plumbing to be installed outside an existing building.
E. 
A plumbing permit shall be issued only to licensed master plumbers, and all plumbing work must be done by a licensed plumber, except that a property owner may obtain a permit and install plumbing in his own single-family residence which is owned and occupied or to be occupied by such owner as his place of residence.
F. 
A plumbing permit shall be voided when installation work has not started within three months from the date such permit was issued. It may also be voided upon written request of the person who received the permit.
G. 
The holder of the permit or his employees shall install all plumbing listed in the application.

A. 
Included in building permit. The fees for all plumbing permits shall be included in the fees provided for a building permit in accordance with Chapter 163, Building Construction, of this Code.
B. 
Plumbing survey. A plumbing survey shall be made by the Building Inspector before any plumbing permit is issued on any sewer or water conversion work in the Village. Permission to connect to the Village sewer and water mains is contingent upon the plumbing in the building complying with the State Plumbing Code.[1]

All private sewage disposal systems, septic tanks and seepage beds shall be installed and maintained in accordance with the regulations of the Waukesha County Health Department and the Wisconsin Department of Safety and Professional Services.

A. 
All building drains from a building to be connected to sewage disposal system laterals shall be in accordance with the provisions of the State Plumbing Code.
B. 
All residential, industrial or commercial buildings hereafter erected shall have a building drain so constructed as to permit ready connection to sewage disposal system laterals. Where there is a basement and a sanitary sump crock is needed, such crocks shall be placed in the front of the building. All residential buildings shall have two-inch future vent extended into the basements.
Except as otherwise provided, any person found to be in violation of any provision of this chapter shall be subject to a penalty as provided in § 1-4 of this Code.
