Township of Lawrence, PA Chapter 22 Recreation Board

§ 22-1 Creation of Board; membership.

There is hereby created the Lawrence Township Recreation Board in and for Lawrence Township. The Lawrence Township Recreation Board shall consist of nine members. Seven members of the Board must be emancipated, adult individuals. Two members shall be junior members who are students from the 11th or 12th grade and reside in Lawrence Township. All members are to be appointed by Lawrence Township for such terms as shall permit no more than two terms to expire in any one calendar year.

§ 22-2 Appointments; terms of office; removal.

The members of the Lawrence Township Recreation Board shall be appointed by Lawrence Township for terms of five years, in such order that at least one member's term shall expire annually. The aforesaid appointments for a specified term notwithstanding, a Board member may stay in office until a successor qualified or is appointed, or Lawrence Township may remove any member of the Board, at the pleasure of Lawrence Township.

§ 22-3 Service without pay; vacancies.

The members of the Lawrence Township Recreation Board shall serve without pay and vacancies in such Board, occurring otherwise than by expiration of a term, shall be filled by Lawrence Township for the unexpired term in the same manner as original appointment.

§ 22-4 Officers and directors.

A. The Lawrence Township Recreation Board shall elect its own Chairman and secretary and any other officers deemed necessary, to serve for a period of one year.

B. A Director of the Lawrence Township Recreation Board shall be nominated as its administrative officer by Lawrence Township and shall be appointed by and be directly responsible to Lawrence Township for the performance of his duties.

§ 22-5 Annual budget.

A. The Lawrence Township Recreation Board, at such times as directed by Lawrence Township, shall annually submit for approval to Lawrence Township a proposed budget for the ensuing year, setting forth all proposed expenditures, salaries and programs.

B. The Lawrence Township Recreation Board shall not in any manner obligate Lawrence Township for the payment of any municipal funds until the same is appropriated by Lawrence Township.

§ 22-6 Restrictions on authority of Board.

The Lawrence Township Recreation Board shall exercise the authority granted herein over any recreation place acquired hereafter or now existing, unless otherwise specified by Lawrence Township.
