The Township Committee is hereby empowered from
time to time to make and establish, amend or repeal, by ordinance,
such rules and regulations, not inconsistent with the laws of the
Township, for the government and control of the members of the Police
Department as may be deemed expedient and proper to carry out the
object of this chapter. Such rules and regulations may prescribe the
duties of the Police Chief and all other police officers more specifically
than is herein contained and may provide penalties, not inconsistent
with this law, as may be deemed necessary and expedient for the proper
regulation of the Police Department. The Township Committee hereby
empowers the Chief of Police to amend or repeal Standard Operating
Procedures not inconsistent with the laws of the Township as the official
and lawful routine day-to-day operations of the Elk Township Police
Department.[1]

All the rules and regulations made pursuant
hereof shall be in writing and signed by the Mayor and Township Committee
and filed in the office of the Municipal Clerk and in the office of
the Chief of Police and shall be binding on all persons subject to
the jurisdiction of the Department after notice thereof. A typewritten
or printed copy or copies shall be posted conspicuously in the headquarters
of the Department, and such delivery or posting shall be deemed notice
of the adoption and effectiveness thereof to those subject thereto.
Each member of the Elk Township Police Department shall be given a
written copy of the Standard Operating Procedures.
