The purpose of this chapter is to require the clear display
of authorized and assigned building numbers in the Township of Elk
in order to assist the general public and emergency service, public
and private, in identifying any property in case of emergency or otherwise.
All residential, commercial or industrial buildings existing
or to be placed or erected within the Township of Elk shall display
identification numbers as provided herein and in accordance with the
specifications provided herein. All buildings/dwellings while under
construction shall also display a 9-1-1 address. A posted 9-1-1 address
must be visible on a post/sign on the property as per the specifications
of this chapter.
Building numbers shall be provided by the Elk Township 9-1-1
Coordinator in conjunction with and approval of the County 9-1-1 Coordinator.
Every owner, occupant or lessee of a building constructed or to be
constructed in the Township of Elk shall apply to the 9-1-1 Coordinator
for a number if no number has been previously assigned in accordance
with this chapter.
The owner, occupant or lessee of each and every building which
now fronts or which may hereinafter front upon any public or private
street that has been assigned a building number prior to the effective
date of this chapter shall, within 90 days after the final passage
of this chapter, and at his or her own expense, cause the number assigned
to such building to be permanently and conspicuously placed in accordance
with the specifications set forth in this chapter. The owner of any
building that has not been assigned a number prior to the effective
date of this chapter shall, within 30 days after notice of such assigned
number, comply with the requirements of this section.
Building numbers shall be reflective, Arabic numbers in colors contrasting to the post, and a minimum size of three inches in height. If a building is 200 feet or more set back from the road, then a minimum size of six-inch numbers are required, which shall be mounted in a secure fashion to a post facing and visible from the street of the numbered address as required by this chapter. In addition, the owner shall comply with the requirements set forth in § 46-6.
A.
The owner shall securely affix the numbers required by this chapter
upon a post of treated wood, metal, plastic or PVC plastic. The post
shall measure at least four inches by four inches by six feet in height.
All posts shall be installed so that at least 24 inches are inserted
into the ground and at least 48 inches are above the ground. The post
shall be installed no less than four feet nor more than 12 feet from
the edge of the roadway pavement and no less than two feet nor more
than three feet from the house side (building side) edge of a driveway
entrance. (Residences shall be addressed according to the roadway
that the front door enters from and exits onto.) The numbers are to
be placed two inches from the top of the post, on at least two sides
of the post (as opposed to front and back) so that they will be free
from obstructions such as trees, bushes and grass and equally visible
for a reasonable distance to operators of vehicles traveling in either
direction along the roadway on which the building is numbered.
B.
To the extent that the property owner does not reside at a property
owned by them in Elk Township, the requirements for posting of house
numbers in this chapter shall apply to those residents renting and/or
residing at the owned property. The property owner, if the lessee/renter/occupant
fails to abide by this chapter, is responsible to assure the 9-1-1
address is posted.
C.
Although the Township recommends the installation of a post for numbering
purposes, in cases where the residence's mailbox conforms to
the basic area location as specified above, the mailbox post or mailbox
can be numbered in lieu of the posting requirements. The mailbox or
mailbox post must be numbered according to the same specifications
contained within the "Specifications" section of this chapter and
must be clearly and visibly placed and equally visible for a reasonable
distance to operators of vehicles traveling in either direction along
the roadway on which the building is numbered.
Garden apartments and townhouse complexes shall provide such
building and apartment numbers as are provided for in the Multiple
Dwelling Laws (New Jersey State Housing Code, Chapter 162). The Gloucester
County 9-1-1 addressing guideline shall be utilized for this section.
Any building erected, repaired, altered or modified after the
effective date of this chapter shall have the certificate of occupancy
withheld until it is determined if it will be assigned a building
number, and if a building number is assigned, same will be affixed
in accordance with the provisions of this chapter prior to the issuance
of a certificate of occupancy.
Any person or persons convicted of a violation of the provisions
of this chapter shall be subject to a fine not to exceed $500 and/or
community service for a period not to exceed 90 days. Each day the
violation occurs shall be deemed a separate violation. For purposes
of this chapter, the Elk Township Police Department and/or the Elk
Township Zoning Officer shall be the enforcing officer(s).
