The provisions of this Article I comprise the standards to which all mobile home parks within the township and the park management thereof shall comply, as well as with the rules and regulations and policies or laws administered by any agency or subdivision in this state having legal jurisdiction.
No work on the construction or expansion of a mobile home park shall be undertaken unless approval of the facilities, as required by this Article I or any other ordinance of the Township of Elk relating to mobile home parks,[1] shall have been granted by the appropriate approving agency, board or official.

A. 
The park management shall complete the Elk Township development application and submit it to the Elk Township Planning Board. Development applications shall be submitted for approval of plans and specifications for new mobile home parks or for modifications, alterations (excluding alteration for maintenance of existing infrastructure, unless said improvement effects drainage) or extensions to existing mobile home parks pertinent to storm drainage.
B. 
The development application shall show, at a minimum, the following:
(1) 
Plans and specifications prepared by a professional engineer licensed to practice in New Jersey and bearing his seal and signature shall accompany the applications at the time of their submission to the Elk Township Planning Board.
(2) 
Such plans and specifications shall show the general layout and design of the mobile home park or the modifications, alterations or extensions thereto, together with provisions for water supply, storm drainage and sewerage facilities.
(3) 
Plans and specifications submitted to the NJDEP pertinent to water supply, storm drainage and sewerage facilities for new mobile home parks or for modifications, alterations or extensions to water supply, storm drainage and sewerage facilities of existing mobile home parks shall be accompanied by a resolution adopted by the Planning Board of the Township of Elk, indicating that it has no objection to the proposed work.
(4) 
In cases where subsurface sewage disposal facilities are employed or a separate sewage treatment plant is provided, there shall be submitted by the park management a written statement indicating intent to abandon such facilities, if and when a public sanitary sewer becomes available within 200 feet of the boundary of the mobile home park.
New mobile home parks shall conform to the following requirements:
A. 
Mobile home lots shall be provided consisting of a maximum of seven spaces for each acre of ground within the mobile home park.
B. 
The park shall be a minimum of 40 acres and shall be located on a well-drained site, properly graded to ensure proper drainage and freedom from stagnant pools of water.
C. 
Mobile home lots shall be provided consisting of a minimum of 3,500 square feet for each space, clearly defined and numbered. On culs-de-sac, the lot lines shall be placed on radial line, the minimum included angle shall be 45º, the minimum depth shall be 75 feet; all other lots shall have a minimum frontage of 45 feet.
D. 
Mobile homes shall be so harbored on each space that there shall be at least a fifteen-foot clearance between mobile homes placed end-to-end and not less than a twenty-five-foot clearance between the side of any mobile home and the next nearest mobile home. No mobile home shall be located closer than 25 feet from the near side of any park roadway.
E. 
Under each mobile home there shall be provided six-inch Type II, Class B gravel, pursuant to the specifications of the New Jersey Department of Transportation.
F. 
If a mobile home stand or lot fronts a nondedicated street or driveway, the minimum width of said street or driveway shall be 30 feet and shall be well marked in the daytime and shall be lighted so as to permit safe movement of vehicles and pedestrians at night. See lighting section for lighting standards.[1] Any roads leading from any park roadway or public road to a central parking area shall be a minimum of 24 feet in width from face of curb to face of curb. There shall be no parking or stopping at any time on these entrance roads. These roads shall conform in cross-section and construction to the standard roadway. Standard thirty-inch concrete walks shall be constructed on each side.

G. 
All driveways, roads, walks, curbing and drainage constructed and installed in any mobile home park shall, in every respect, comply with all the requirements and specifications for the construction, improvement, maintenance and repair of roads and streets as prepared by the Township Engineer and approved by Township Committee and on file with the Township Clerk.
H. 
Walkways not less than 30 inches wide shall be hard-surfaced, well-marked in the daytime and lighted at night, as required in Subsection F of this section. Walkways shall have raised rolled curbs to permit easy access of mobile homes from adjoining streets onto concrete runways in mobile home spaces.
I. 
Each park shall have the option of providing service buildings to house laundry facilities and other sanitary facilities.
J. 
No dog, cat or other animal shall be permitted by the owner thereof or the operator of the park to run at large or to commit any nuisance within the limits of any mobile home park.
K. 
A minimum of 8% of the total acreage of the mobile home park shall be reserved in one or more places within the mobile home park for playground areas, to be restricted to such use and protected from main highways, parking areas and access roads.
L. 
The number of mobile homes permitted in a mobile home park shall not exceed the number of mobile home lots.
M. 
Each mobile home lot shall have a concrete patio of not less than 200 square feet, either open or enclosed.
N. 
No automobile or other vehicle shall be parked in any space other than that provided for such purposes on a mobile home lot at any time. See § 73A-15, Automobile storage.
O. 
A planted buffer strip shall be placed along abutting or adjacent property lines to the mobile home park where said adjacent or abutting property is inhabited and used for residential purposes. The buffer strip shall not be less than three feet from the abutting property line or not less than 150 feet measured from the center of the highway or road. Said buffer strip shall consist of appropriate evergreen or deciduous shrubs or trees. Said trees or shrubs shall be not less than four feet in height at the time of planting. In lieu of said planted buffer strip, fencing may be used which, in case, shall be installed at any point inside the property line and shall be six feet in height.
P. 
All electric, telephone and television service shall be so installed as to be beneath the surface of the ground.
Q. 
There shall not be more than 20% of mobile homes with more than two bedrooms in any stage, expansion or section.
For the purpose of this article, the terms listed below shall be defined and interpreted as follows:
MANUFACTURED HOME or MOBILE HOME
A unit of housing which:
A. 
Consists of one or more transportation sections which are substantially constructed off-site and, if more than one section, are joined together on-site;
B. 
Is built on a permanent chassis;
C. 
Is designed to be used, when connected to utilities, as a dwelling on a permanent or nonpermanent foundation; and
D. 
Is manufactured in accordance with the standards promulgated for a manufactured home by the Secretary of the United States Department of Housing and Urban Development pursuant to the National Manufactured Housing Construction and Safety Standards Act of 1974, Pub. L. 93-383 (42 U.S.C. § 5401 et seq.) and the standards promulgated by the Commissioner pursuant to N.J.S.A. 52:27D-119 et seq. "Manufactured home" also means and includes any unit of housing manufactured before the effective date of the standards promulgated by the Secretary or, as appropriate, by the Commissioner, but which otherwise meets the criteria set forth in this subsection.
MOBILE HOME LOT
A parcel of land designed to accommodate a mobile home, and includes the mobile home stand and the mobile home yard.
MOBILE HOME PARK
A parcel of land or two or more contiguous parcels of land containing no fewer than 10 sites equipped for the installation of manufactured homes, where these sites are under common ownership and control, other than as a cooperative, for the purpose of leasing each site to the owner of a manufactured home for the installation thereof, and where the owner or owners provide services which are provided by the municipality in which the park is located for property owners outside the park, which services may include but shall not be limited to:
A. 
The construction and maintenance of streets.
B. 
Lighting of streets and other common areas.
C. 
Refuse removal.
D. 
Snow removal.
E. 
Electric.
F. 
Water.
MOBILE HOME STAND
That part of a mobile home lot which has been reserved exclusively for the placement of a mobile home.
MOBILE HOME YARD
That part of the mobile home lot excluding the mobile home stand.
OWNER
The owner or owners in fee of the property or lesser estate therein, a mortgagee or vendee in possession, an assignee of rents, receiver, executor, trustee, lessee or any other person, firm or corporation, directly or indirectly in control of a building, structure or real property, and shall include any subdivision thereof of the state.
PARK MANAGEMENT
The owner or his designated agents being administrative officers of the mobile home park.
PERSON
Includes corporations, companies, associations, societies, firms, partnerships and joint-stock companies, as well as individuals.
PUBLIC POTABLE WATER SUPPLY
A municipal or privately owned water supply, approved by the NJDEP, under the provisions of Article 1, Chapter 10 of Title 58 and Article I, Chapter 11 of Title 58 of the Revised Statutes, which is distributed to consumers through a public water supply system.
PUBLIC WATER SUPPLY SYSTEM
A municipally or privately owned system comprising structures which, operated alone or with other structures, result in the derivation, conveyance (or transmission) or distribution of water for potable or domestic purposes to consumers in 20 or more dwellings or properties; this definition does not include a public water treatment plant.
REFUSE
Garbage, combustible and/or noncombustible waste solids.
SANITARY SEWAGE
Any liquid waste containing animal or vegetable matter in suspension or solution, or the water-carried wastes resulting from the discharge of water closets, laundry tubs, washing machines, sinks, dishwashers or any other source of water-carried waste of human origin or containing putrescible material.
SEMIPUBLIC WATER SUPPLY SYSTEM
A water supply system from which water is supplied for potable or domestic purposes to consumers in more than one but less than 20 dwellings or properties or from which water from other than a public potable water supply, as defined in these standards, is used or made available for potable or domestic purposes to employees, tenants, members, guests or the public at large in commercial offices, industrial, multiple dwellings or semipublic buildings, such as rooming and boarding houses, hotels, motels, tourist cabins, mobile home parks, restaurants, camps of all types, day and boarding schools, clubhouses, hospitals and other institutions, or is used in connection with the manufacture or handling of ice, dairy products, food or drinks.
SEWER CONNECTION
The connector consisting of all pipes and joints, fittings and appurtenances from the drain outlet of the mobile home to the inlet of the building sewer.
TENANT
Any person who rents or leases a mobile home lot from the park management.
WATER CONNECTION
The connection consisting of all pipes, fittings and appurtenances from the water riser to the water inlet of the distribution system of the mobile home.
WATER SERVICE PIPE
The pipe conveying water from a water main to the water riser on a mobile home lot or to the water distributing system of a building.
The mobile home park shall be well-drained and, preferably, not adjacent to breeding places for insects or rodents.
The ground surface in all parts of every mobile home park shall be graded and provision made to drain all surface water in a safe, efficient manner.
A. 
Each mobile home lot shall be clearly identified by a number supplied by Elk Township.
B. 
Each mobile home lot shall be adequate to accommodate the mobile home occupying the same.
C. 
The number of mobile homes permitted in a mobile home park shall not exceed the number of mobile home lots. The number of occupied mobile homes permitted in a mobile park shall not exceed 204 mobile home spaces.
D. 
Nothing contained in this regulation shall be construed as prohibiting the maintenance of a retail mobile home sales agency in a mobile home park or the sale of a mobile home, whether occupied or unoccupied, which is located on a mobile home lot and connected to pertinent utilities.
A. 
Road layout. Roads, where provided, shall be signed so as to permit convenient and safe movement of traffic and have an unobstructed road to a public street or highway.
B. 
Road construction. All roads shall be provided with a smooth, hard, dense and dust-free surface which shall be durable and well-drained under normal use and weather conditions. Road surfaces shall be maintained free of holes.
C. 
Walks. Public walks, where provided, shall afford a safe, stable footing. Stepping stones may be used from main walks to mobile homes. All walks shall be maintained in good repair and in safe condition.
Public areas of a mobile home park shall be lighted so as to permit safe movement of vehicles and pedestrians at night. The following minimum levels of illumination shall be provided.
A. 
All parts of the park road system: 0.1 footcandle.
B. 
Potentially hazardous locations, such as major street intersections and steps or stepped ramps: 0.3 footcandle.
Each mobile home space shall be provided with a mobile home stand of sufficient size to accommodate the mobile home to be placed thereon. Every mobile home stand shall be provided with approved devices for anchoring the mobile home to prevent overturning or uplift. Such devices shall be adequate to withstand winds of hurricane force.
A. 
Except for a mobile home in storage or for sale, each mobile home shall be located on a mobile home lot so as to comply with the following proximity limits. It shall be:
(1) 
Twenty-five feet from the right-of-way of any public street or highway.
(2) 
Fifteen feet from any building or structure, except metal or masonry storage sheds, awnings, carports or porches.
(3) 
Twenty-five feet from side(s) of any other mobile home(s).
(4) 
Fifteen feet, end-to-end, between homes and/or any adjoining property lines.
B. 
This section shall not apply to mobile homes located within the Township of Elk on or before December 6, 1996. For replacement mobile homes to be placed on existing mobile home spaces (which exist as of December 6, 1996), the following proximity limits will apply:
(1) 
The home shall be 25 feet from the right-of-way of any public street or highway, or, if it is currently closer, a replacement home can be placed on the existing mobile home space as long as the degree of nonconformity does not increase. The new home can be larger in length, but the larger home can be no closer to the right-of-way of any public street or highway than the home it is currently replacing.
(2) 
The new home shall be located 15 feet away from any building or structure, including any other mobile home, except metal or masonry storage sheds, awnings, carports, decks or porches.
A. 
Skirting, porches, awnings, storage shed or other additions shall be installed only after all required permits have been obtained from the proper township official, and only if permitted and approved by the park management.
B. 
Where additions are installed, they shall be of durable materials, shall be in harmony with the surroundings and shall be maintained in good repair. Additions shall be constructed and installed so as to facilitate underneath inspection of the mobile homes and in such a manner as does not constitute a harborage for rodents.
C. 
Entrance steps or ramps shall be of a type approved by both the park management and the Construction Code Official.
Gasoline and similar flammable liquids shall not be stored underneath a mobile home. other types of storage underneath a mobile home shall be permitted only if approved by the park management. If approved, the following conditions shall be satisfied:
A. 
The storage area shall be provided with a base of concrete or other impervious material.
B. 
Stored items shall be located so as not to interfere with the underneath inspection of the mobile home.
C. 
The storage area shall be enclosed by skirting.
Car space shall be provided, without interfering with normal movement of all traffic, with at least two car parking spaces for each mobile home. Parking spaces shall be provided, either in convenient parking bays or in such mobile home space. Parking spaces may be provided for not more than two cars end-to-end.
No existing mobile home park in Elk Township shall hereafter in any way expand the perimeter of said mobile home park, nor shall it add any additional mobile home spaces, nor shall it permit the occupancy of any mobile spaces beyond the number of mobile homes presently located in said mobile home park, except in strict compliance with this chapter.
A. 
General applicable standards. An adequate supply of potable water, complying with the Potable Water Standards established by the NJDEP, shall be provided in each mobile home park. The water shall be obtained from an approved public potable water supply, if available, at the boundary of the mobile home park. If an approved public potable water supply is not so available, a water supply shall be developed in accordance with Standards for the Construction of Water Supply Systems for Realty Improvements promulgated by the NJDEP. The water supply shall be approved by the Elk Township Municipal Utilities Authority prior to its use.
B. 
Water distribution. A water distribution system shall be provided to transmit the potable water supply throughout the mobile home park. The supply shall be made available to each mobile home lot, building or other facility requiring water via a separate water service pipe, at a minimum of five gallons per minute (gpm) at 30 pounds per square inch of residual pressure.
C. 
Individual water risers and connections.
(1) 
An individual water riser shall be located within the confined area of each mobile home lot at a point where the water connection will approximate a vertical position. The riser outlet shall be designed so that a watertight connection can be made between the outlet and the mobile home piping system.
(2) 
The water riser shall extend at least four inches above the ground elevation. The outlet shall be plugged or capped when not in use.
(3) 
Adequate provisions shall be made to prevent freezing of risers, valves and water service pipes and to protect risers from heaving and thawing actions of ground during freezing weather. Surface drainage shall be diverted from the location of the riser.
(4) 
Each riser shall be provided with a shutoff valve conveniently available to the tenant in the event of an emergency.
D. 
Storage.
(1) 
The water supply system of a mobile home park shall be provided with storage unless the supply is derived from a public potable water supply.
(2) 
The location, size, type and elevation of the storage facility(ies) shall be such as to meet the distribution pressure requirements as established.
(3) 
Potable water shall be stored only in impervious tanks protected against surface drainage. All tanks shall be provided with watertight covers, and any overflow or ventilation openings shall be covered with metallic screen of not less than 16 mesh to prevent the entrance of insects and vermin. No storage tank shall have drainage connection direct to a sewer.
E. 
Physical connections. No physical connection shall be made between an approved public potable water supply and an unapproved water supply unless it satisfies the provisions of N.J.S.A. 58:11-9.1 et seq. A semipublic water supply is considered as an unapproved water supply for the purpose of this regulation even though it may meet the potable water standards established by the state NJDEP.
F. 
Sampling. If the water furnished consumers in a mobile home park is not obtained from a public water supply system, it shall be sampled quarterly each year and submitted for bacteriological analyses in accordance with the provisions of the potable water standards established by the NJDEP. All results of samples taken under this regulation shall be assembled, recorded and maintained by the park management for inspection by the NJDEP.
G. 
New connections.
(1) 
Mobile home lots constructed or reconstructed after the effective date of this chapter shall be provided with water risers and water service pipes of a nominal inside diameter of at least 3/4 inch.
(2) 
A shutoff valve shall be provided for each water service pipe.
(3) 
Underground combination stop and waste valves shall not be installed.
A. 
Adequate facilities provided. Adequate facilities for the collection and disposal of sanitary sewerage shall be provided at every mobile home park. Such facilities shall meet all requirements of the laws of the State of New Jersey and the regulations promulgated thereunder by the DEP. The facilities shall also meet all the requirements of the laws and resolutions of the County of Gloucester, the ordinances and resolutions of the Township of Elk and the resolutions and regulations of the Elk Township Municipal Utilities Authority.
B. 
Approval of sewerage facilities.
(1) 
The plans for the proposed sewerage facilities of a mobile home park, including sewers and appurtenances and sewage treatment and disposal facilities, shall be approved by the NJDEP prior to installation of said facilities.
(2) 
Where sewage disposal is to be effected by subsurface means, the facilities shall be designed and constructed in accordance with the requirements of standards for the construction of sewerage facilities for realty improvements promulgated by the NJDEP.
(3) 
Where sewage disposal is to be effected by means of a wastewater treatment plant discharging a treated effluent into the waters of this state, such wastewater treatment plant shall be designed and constructed in accordance with the rules and regulations for the preparation and submission of plans for sewer systems and wastewater treatment plants established by the NJDEP.
(4) 
Subsurface sewage disposal systems or a wastewater treatment plant to serve the mobile home park shall not be approved where a sanitary sewer is available within 200 feet of the boundary of the mobile home park and must be approved by Elk Township Municipal Utilities Authority prior to construction.
C. 
Storm drainage. Sanitary sewers shall be separate and apart from any stormwater drainage system.
A. 
General intent. The storage and collection of refuse shall be so managed as to prevent health hazards, rodent harborage, insect breeding, accident hazards or air pollution.
B. 
Refuse containers. All refuse shall be stored in durable, flytight, watertight and rodent-proof containers.
C. 
Container location. Containers shall be located either at each mobile home lot or at one or more centralized locations within the mobile home park.
D. 
Storage capacity. At least 1.5 gallons of refuse storage capacity per capita per day shall be provided.
E. 
Facilities for container location. Each mobile home lot or each centralized location for refuse containers shall be provided with one of the following at the option of the park management:
(1) 
A slab of impervious material large enough to accommodate the number of containers provided.
(2) 
A rack or holder of a type approved by the park management providing at least six inches of clear space beneath or a cart providing at least four inches of clear space beneath.
(3) 
A properly protected container in an underground storage installation.
F. 
Collection. Refuse shall be collected at least one time a week.
G. 
Refuse disposal. Refuse disposal shall be effected in accordance with the provisions of Chapter VIII of the State Sanitary Code.
A. 
Insects.
(1) 
Mobile home parks and mobile home lots shall be kept free from articles which may hold water and provide temporary breeding places for mosquitoes. Permanent mosquito control measures, such as draining and filling depressions in which water may collect, shall be taken by the park management, together with such supplemental larvicidal measures as need indicates.
(2) 
Fly breeding shall be controlled by eliminating the unsanitary practices which provide breeding places. Refuse containers shall be repaired or replaced when so damaged that they leak or their lids do not fit in a flytight manner. The area surrounding the refuse container shall not be permitted to become littered with refuse nor saturated with waste liquid from refuse. All containers shall be maintained in a clean and sanitary condition.
(3) 
Insecticidal measures shall be applied if necessary.
B. 
Rodents.
(1) 
All buildings within the mobile home park shall be rat-proofed, with special emphasis on those in which food is stored or served.
(2) 
Items in storage shall be maintained in such a manner as to eliminate the possibility of rodent harborage.
C. 
Weeds. The growth of brush, weeds and grass shall be controlled as a means toward elimination of ticks and chiggers.
A. 
Electrical power required. Every mobile home park shall be equipped with electric power.
B. 
Electrical system approval. Electrical systems and equipment installed in mobile home parks shall be approved by the Underwriters' Laboratories, Inc. or any other recognized agency having jurisdiction. The systems and equipment shall comply with all municipal and state codes.
C. 
Protection of metal parts by adequate grounding. All metal parts of a mobile home shall be adequately grounded.
A. 
Storage and handling of fuel oil and flammable liquids. In the absence of applicable municipal ordinances, statutes or rules and regulations, the handling and storage of gasoline, fuel oil or other flammable liquids shall be in compliance with the pertinent standards of the National Board of Fire Underwriters (Pamphlet No. 30).
B. 
Storage and handling of petroleum gases. The handling and storage of liquefied petroleum gases shall be in compliance with the applicable rules and regulations of the New Jersey State Department of Law and Public Safety, Division of State Police.
All mobile home units shall be equipped with a smoke detector.
A. 
Service and recreational buildings.
(1) 
Service buildings housing sanitation and laundry facilities, if applicable, or any of such facilities shall be permanent structures complying with all applicable ordinances and statutes regulating buildings, electrical installations and plumbing and sanitation systems.
(2) 
The service buildings shall be well lighted at all times of the day and night, shall be well ventilated with screened openings, shall be constructed of such moistureproof material, including painted woodwork, as shall permit repeated cleaning and washing, and shall be maintained at a temperature of at least 68º F. during the period from October 1 to May 1. The floors of the service buildings shall be of water-impervious material.
(3) 
Service buildings housing sanitation facilities shall be located not closer than 15 feet nor farther than 100 feet from any mobile home lot upon which a dependent home is harbored.
(4) 
All service buildings and the grounds of the park shall be maintained in a clean, sightly condition and kept free of any condition that will menace the health of any occupant or the public or constitute a nuisance.
(5) 
Every mobile home park shall provide at least 200 square feet of recreation area for each mobile home lot within the park. Said recreation area shall be located entirely within one section of the park, unless the authority issuing the license permit shall permit the recreational area to be divided into two or more locations. Such recreation area shall be located so as to be convenient to the residents of the mobile home park. In addition to the requirements set forth herein, senior citizens' mobile home parks shall provide an ample and suitable structure for the housing of recreational facilities. Any such recreational clubhouses and other common facilities shall be made available by the owner or operator at all times to any resident or group of residents of the park for any lawful purpose, including but not limited to entertainment, recreational programs or meeting of any groups or organizations made up solely of the residents of the park or guests of residents so engaged for representation or information purposes.
A. 
Continuation. Any nonconforming use or structure, as defined in any current regulation existing on the effective date of this chapter, may be continued upon the lot or in the structure so occupied, and any such structure may be restored or repaired in the event of partial destruction thereof. Any nonconforming building, structure or use which has been condemned or damaged by fire, explosion, flood, windstorm or act of God shall be examined by the Construction Official. If, in the opinion of the Construction Official, the cost of repair is greater than 50% of the value of replacing the entire structure, it shall be considered completely destroyed and may be rebuilt in the original specification only upon approval of a variance. If the cost of repair is less than 50% of the value of replacing the entire structure, it may be rebuilt and used for the same purpose as before, provided that it is rebuilt in one year and used for the same purpose as before and does not exceed the height, area and volume of the original structure. The percent damaged shall be current replacement costs of the portion damaged or condemned, computed as a percentage of the current total replacement cost of the entire structure, neither to include the cost of the foundation unless the foundation is involved in the repair.
B. 
Discontinuance.
(1) 
If a nonconforming use or structure ceases operations for a continuous period of more than one year, then this shall be deemed to be an intent to abandon such use, and any subsequent use shall conform to the regulations of this chapter.
(2) 
If abandonment occurs involuntarily, the owner may request that the discontinuance be continued beyond the one-year period, provided that application for extension is made within the initial one-year period.
Every tenant in a mobile home park shall comply with the following:
A. 
Conditions conducive to rodent harborage shall not be created.
B. 
Items in storage shall be located so as not to interfere with underneath inspection of mobile homes.
C. 
Storage areas underneath mobile homes shall be enclosed by skirting.
D. 
The connector between the water riser outlet and the mobile home piping system shall be provided by the tenant.
E. 
Means to prevent freezing of the water riser shall be provided by the tenant.
F. 
The connector between the sewer riser and the drain outlet of the mobile home shall be provided by the tenant.
G. 
If refuse containers are not provided by the park management at centralized locations, each tenant shall supply an acceptable unit which shall be maintained at a location as required by the park management.
H. 
Each mobile home lot shall be maintained in such a manner as to exclude fly and mosquito breeding.
I. 
Brush, grass and weeds on each mobile home lot shall be cut as may be necessary.
J. 
If of metal construction, the frame of each mobile home and its outer covering and roof shall be adequately grounded.
K. 
Fuel oil racks shall be of noncombustible material.
A. 
In every mobile home park which has therein 10 or more trailer spaces which are used and are occupied or on which there is placed a mobile home, there shall be an office building in which shall be located the office of the person in charge of said park. A copy of the mobile home park license and of this chapter shall be posted therein, and the park register shall at all times be kept in said office.
B. 
It is hereby made the duty of the attendant or person in charge, together with the licensee, to:
(1) 
Keep at all times a register of all mobile home parks, open at all times to inspection by state and federal officers and officers of the Township of Elk.
(a) 
Names and addresses.
(b) 
Dates of entrance.
(c) 
Numbers will be assigned by the Township of Elk for all mobile homes.
(2) 
Maintain the mobile home park in a clean, orderly and sanitary condition at all times.
(3) 
See that provisions of this chapter are complied with and enforced and report promptly to the proper authorities any violations of this chapter or any other violations of law which may come to his attention.
(4) 
Report to the Board of Health all cases of persons or animals affected or suspected of being affected with any communicable disease.
(5) 
Prevent the running loose of dogs, cats or other pets.
(6) 
Prohibit the lighting of open fires on the premises.
(7) 
Prohibit the use of any mobile home by a greater number of occupants than that which it is designed to accommodate.
C. 
The owner or manager will visit the mobile home park at least once a day for security purposes.
