It is hereby created, in the Village of Johnson City, New York, the office of Village Constable.
The Mayor, with the consent of the Board of Trustees, may appoint a Constable, who shall serve a term of one year.
A Constable appointed hereunder shall be a peace officer as defined in the Criminal Procedure Law of the State of New York and will be authorized, in addition to all other powers, rights, duties and responsibilities incumbent upon such office, to issue appearance tickets relating to enforcement of any statute of local law, ordinance or rule or regulation affecting the public health, safety and welfare. Further, such Constable shall be responsible for collecting fines for parking tickets issued by the Village police force.
The Mayor is authorized to make rules and regulations as may be required, and shall also provide, within the limits of any appropriation, and subject to the approval of the Board of Trustees:
A. 
Liability insurance for such Constable, which shall protect the Constable and village from acts of liability that may arise during the performance of duties of said Constable.
B. 
Workers' compensation insurance.
C. 
For the payment of the Constable for services rendered upon either an hourly basis or upon a percentage of parking ticket fines collected dependent upon the agreement between the village and the Constable.
D. 
Uniforms and equipment for the Constable if determined to be necessary or desirable to carry out the duties of the office.
E. 
An annual physical examination, the passage of which shall be successful prior to any appointment or reappointment.
