This article shall hereafter be known as the "Winter Highway Parking Regulations Law."
The purpose of this article is to regulate parking on highways within the Town of Naples, outside the Village of Naples, during the winter season to avoid interference with removal and control of ice and snow.
This article is enacted pursuant to the provisions of § 1660 of the Vehicle and Traffic Law of the State of New York.
The words and phrases used in this article shall have, for the purposes of this article, the meanings respectively ascribed to them by the Vehicle and Traffic Law of the State of New York.
The parking of vehicles is hereby prohibited on all highways, roadways, and streets within the Town of Naples between the hours of 12:00 midnight and 8:00 a.m. during the months of December, January, February and March of each year, specifically excluding all highways, roadways, and streets, or portions thereof, located within the limits of the Village of Naples, and all state highways or portions thereof.
Any individual convicted of violations of this article shall be penalized in accordance with the terms of § 1800, Subdivision (a), of the Vehicle and Traffic Law of the State of New York.

This article shall be known as the "Vehicles and Traffic Law of the Town of Naples" and shall apply to all operators and/or owners of motor vehicles using the town highways and parking facilities of the Town of Naples, outside the geographic limits of the Village of Naples.
This article is adopted pursuant to Article 41 of the Vehicle and Traffic Law of the State of New York.
A. 
The words and phrases used in this article shall, for the purpose of this article, have the meanings respectively ascribed to them by Article 1 of the Vehicle and Traffic Law of the State of New York.
B. 
The following words and phrases, which are not defined by Article 1 of the Vehicle and Traffic Law of the State of New York, shall have the meanings respectively ascribed to them in this section for the purpose of this article:
CURBLINE
The prolongation of the lateral line of the curb or, in the absence of a curb, the lateral boundary line of the highway.
HOLIDAYS
New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas Day.
OFFICIAL TIME STANDARD
Whenever certain hours are named herein or on traffic control devices, they shall mean the time standard which is in current use in the State of New York.
PUBLIC PARKING LOT
A plot or parcel of land owned and/or leased by the town, not including highways, upon or within which the parking of vehicles is regulated by signs or otherwise.
TOWN
The Town of Naples.
TOWN HIGHWAY
Any highway, road or street owned by or under the exclusive control of the Town of Naples, or designated as such a town highway on the official highway map of the Ontario County Highway Department.
A. 
The Superintendent of Highways of the Town of Naples shall provide for the installation and maintenance of traffic control devices, when and as required under the provisions of this article to make effective the provisions of this article and may install and maintain such additional traffic control devices as the Town Board of the Town of Naples may deem necessary to regulate, warn or guide traffic under the Vehicle and Traffic Law of the State of New York, subject to the provisions of §§ 1682 and 1683 of that law.
B. 
Every person is hereby required to obey all applicable provisions of this article and of every regulation or resolution adopted pursuant thereto, provided that, where applicable, notice of such provisions or regulations is properly posted as required by law. Law enforcement officials are hereby charged with enforcement of these regulations and are in addition empowered to make and enforce temporary regulations for emergency or special conditions.
The provisions of this article shall apply, except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
No person shall park any vehicle in the following areas:
A. 
On any street in such a manner as to block any public or private drive, sidewalk or crosswalk.
B. 
In any manner which blocks or obstructs the flow of traffic on any street.
C. 
On any street for the purpose of advertising a vehicle for sale or for displaying advertising.
The parking or standing of vehicles is hereby prohibited at all times in locations determined by the Town Board of the Town of Naples by resolution upon recommendation by the Superintendent of Highways of the Town of Naples. Such locations shall be identified by signs indicating such parking prohibition.
A conviction of a violation of any of the provisions of this article or any rule or regulation promulgated or established pursuant hereto shall be a traffic infraction and be punished pursuant to the provisions of § 1800 of the Vehicle and Traffic Law of the State of New York.
