It is the intent of the Village of Brewster Board of Trustees to enact this chapter permitting the Village of Brewster Board of Trustees to distribute to the residents and taxpayers of the Village of Brewster, in the manner set forth in this chapter, a Village newsletter. The purpose of the Village newsletter shall be to inform and educate the residents and taxpayers of the Village of Brewster as to the official affairs of Village government, including official acts and meetings of the Village of Brewster and information relating to the government of the Village of Brewster that is deemed by the Village of Brewster Board of Trustees to be helpful and of interest to the residents and taxpayers of the Village of Brewster.
As used in this chapter, the following terms shall have the meanings indicated:
CLERK
The Clerk of the Village of Brewster, New York, and the Village of Brewster Board of Trustees' designee with respect to administration of the provisions of this chapter, unless otherwise stated to the contrary.
NEWSLETTER
A periodical in written form that is distributed by authorization of the Village of Brewster Board of Trustees to the residents of the Village of Brewster, for informational purposes.
VILLAGE
The Village of Brewster, in the County of Putnam, State of New York.
VILLAGE BOARD
The Board of Trustees of the Village of Brewster, Putnam County, New York.
A. 
The Village of Brewster Board of Trustees, at the Village of Brewster's expense, may publish and distribute a newsletter to the residents and taxpayers of the Village of Brewster. Such newsletter shall be published and distributed on a monthly basis, or as otherwise determined from time to time by resolution of the Village of Brewster Board of Trustees.
B. 
The newsletters to be distributed pursuant to this chapter shall contain only reports, bulletins or other information relating to the official acts and meetings of the officers, employees, boards, commissions, departments and other agencies of the Village, information relating to the function and structure of the Village government, schedules of Village activities and financial reports of the Village of Brewster.
C. 
The newsletter shall be drafted at the direction of the Village of Brewster Board of Trustees, and shall be approved by the Village of Brewster Board of Trustees at a duly noticed Village of Brewster Board of Trustees meeting, prior to publication and distribution.
D. 
The newsletter may be published and distributed by regular mail, electronic mail, posting on the Village Web site, posting on the Village bulletin boards, or by any other reasonable means as determined by the Village of Brewster Board of Trustees.
A. 
The Clerk of the Village of Brewster is authorized by the Village of Brewster Board of Trustees to publish and distribute the newsletter once the same has been approved by the Village of Brewster Board of Trustees pursuant to § 157-3 hereof.
B. 
The Clerk shall report to the Village of Brewster Board of Trustees the date upon which the newsletter was published and distributed and shall maintain a copy of each such newsletter in the office of the Village Clerk.
A. 
The newsletter to be published and distributed pursuant to this chapter shall only contain the content as set forth in § 157-3B of this chapter. There shall be no content in the newsletter relating to matters which promote primarily private, partisan or political purposes or undertakings.
B. 
There shall be no sale of advertising space on the newsletter.
