[HISTORY: Adopted by the Common Council of the City of Kingston 8-7-1984 by L.L. No. 3-1984, approved 8-28-1984, as Ch. 11A of the 1984 Code. Amendments noted where applicable.]
The Common Council finds that the enforcement of various codes, ordinances and laws effective in the City of Kingston, New York, for the protection of the health, safety and welfare of its citizens will be greatly improved by authorizing its enforcement officials to issue appearance tickets in such cases where the officer has reasonable cause to believe that a misdemeanor or petty offense, enforceable by said officials, has been committed in his or her presence.
The Chief of the Kingston Police Department shall approve the form of appearance tickets to be issued pursuant hereto, which shall, to the fullest extent practicable, be uniform among the public offices effected hereby.

The Building Safety Officer is hereby authorized and empowered to issue an appearance ticket for the enforcement of the New York State Uniform Fire Prevention and Building Code and the Zoning Ordinance of the City of Kingston, New York,[1] as well as any state or local law, ordinance or regulation now or hereafter in effect in the City of Kingston, New York, which is applicable to the construction, alteration, repair, removal and demolition of buildings and structures and the installation and use of materials and equipment therein and the location, use, occupancy and maintenance thereof.

All Housing Code Inspectors of the City of Kingston, New York, are hereby authorized to issue appearance tickets for the enforcement of the Housing Standards Code of the City of Kingston, New York.
All Plumbing Inspectors of the City of Kingston, New York, are hereby authorized to issue appearance tickets for the enforcement of the New York State Plumbing Code and the Plumbing Code of the City of Kingston, New York.[1]

The Fire Chief of the City of Kingston, New York, all Deputy Fire Chiefs and all officers of the Kingston Fire Department assigned to the Fire Prevention Bureau are hereby authorized to issue appearance tickets for the enforcement of the Fire Prevention Code[1] and any other state or local regulations, ordinances or laws now or hereafter in effect in the City of Kingston, New York, in relation thereto or enacted for such similar purposes as said code.

The Dog Control Officer of the City of Kingston, New York, is hereby authorized to issue appearance tickets for the enforcement of Article 7 of the New York State Agricultural and Markets Law and any other state or local resolution, ordinance or law now or hereafter in effect in the City of Kingston, New York,[1] pursuant thereto or enacted for such similar purposes as said article.

The Superintendent of Public Works, the Deputy Superintendent of Public Works and the on-duty Foreman for Sanitation are hereby authorized to issue appearance tickets for the enforcement of Chapter 350, Solid Waste, of the Code of the City of Kingston, and any other state or local law, ordinance or resolution now or hereafter in effect in the City of Kingston in relation thereto or enacted for such similar purpose as said Code provisions.

The Zoning Enforcement Officer of the City of Kingston, New York, is hereby authorized to issue appearance tickets for the enforcement of the Zoning Code of the City of Kingston (Chapter 405, Zoning).

Wherever the phrase "appearance ticket" is used herein, it shall have the meaning ascribed by and shall be issued in accordance with the provisions of Article 150 of the Criminal Procedure Law of the State of New York or such subsequent similar law as may be in effect in New York State.
